DESCRIPTION
The Safety Officer is responsible for developing, implementing, and maintaining Occupational Safety and Health Programs for City employees, maintaining a safe working environment, monitoring compliance with applicable safety laws and regulations, and creating a culture of safety. This position leads injury management and investigations identifies root causes and assesses safety guidelines and policies. The Safety Officer will plan and conduct facility hazard analyses and safety inspections, follow up on identified safety issues, administer specialized safety training sessions, and drive accountability.

As a Safety Officer, every day is an adventure dedicated to ensuring the safety and well-being of our City. From responding to emergencies as they arise to promoting a culture of safety, this role is all about collaboration, communication, and adaptability.
Morning: Kickstart your day by reviewing incident reports from various City departments, identifying trends, and conducting inspections to spot potential hazards. Dive into safety training sessions for employees, covering topics from workplace ergonomics to emergency preparedness.
Midday: Update safety policies, consult with stakeholders, and meet with department heads to discuss safety concerns. Provide guidance and support to employees on safety-related matters, ensuring everyone feels empowered to prioritize safety in their daily tasks.
Afternoon: Conduct audits across departments to ensure compliance with regulations and standards. Collaborate with emergency management teams to develop and refine response plans for various scenarios, keeping our community prepared for anything.

EXAMPLES OF ESSENTIAL DUTIES
Essential Functions:
  • Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
  • Develop and sustain a culture of safety driven by safety values; develop a vision and create safety-related objectives, metrics, and goals; communicate and collaborate about safety and health throughout the organization; actively seek out new information and trends to continuously improve workplace safety.
  • Collaborates with management to develop, prepare, and implement safety policies and procedures.
  • Responsible for work injury management, including workers' compensation and return-to-work programs.
  • Investigate incidents and near-misses, lead root cause analysis.
  • Gather appropriate safety data and trends to create safety reports, primarily in Excel.
  • Create, design, and present engaging safety data presentations.
  • Ensure all employees comply with TOSHA/OSHA requirements.
  • Review annual OSHA 300, 300A, and 301s; ensure required online e-reporting and 300A postings.
  • Manage job-related and TOSHA-required safety training for all employees, including Learning Management System (LMS) administration of creating training, assigning, and completion tracking.
  • Conduct ongoing reviews of operations and processes to assess and document hazards, risks, and control measures that can be implemented to reduce risks, including all costs involved in implementing such measures.
  • Create, monitor, and manage essential, required safety training for all employees.
  • Perform regular site visits to City facilities; conduct building hazard, chemical inventory, and Safety Data Sheet inspections to prepare for formal inspections; site visits can also consist of "Safety Walks" (safety monitoring) or learning opportunities.
  • Manage and resolve internal safety concerns.
  • Develop City-wide emergency response plans, including planning and conducting emergency drills.
  • Lead Safety Committee and At-fault Vehicle Accident Committees; prepare and gather reports, create agenda with speakers, and arrange logistics.
  • Identify cost-saving opportunities.
  • Create engaging employee outreach opportunities, e.g., training sessions, lunch and learns, and health fair contributions.
  • Maintain positive relationships with leadership, employees, and vendors.
  • May perform other duties as assigned.

Physical Demands:
This position will require a balance of time spent between working in the field (40 - 50%) and in the office.
  • In the Field: duties to be performed at different City facility locations and parks. Will require complete control of all physical faculties and may include considerable walking over irregular ground, standing for long periods, lifting 20 pounds, climbing, bending, stooping, squatting, twisting, and reaching. Must be able to see/hear and recognize the difference between colors and sounds.
  • In the Office: duties performed in an office environment will include sedentary work with sustained computer and keyboard operations; performing some walking and standing.

TYPICAL QUALIFICATIONS
Education and Experience Requirements:
  • Bachelor's degree is required in, Environmental Health, Occupational Health and Safety, or a related field.
  • At least five (5) years of occupational health and safety experience in an industrial or municipality environment is required.
  • Thorough knowledge of federal, state, and local safety regulations, including OSHA and TOSHA regulations.
  • Strong analytical and problem-solving skills, with the ability to identify hazards and develop effective solutions.
  • Well-versed in verbal and written communication skills, business fundamentals, influencing and leadership, and conflict resolution.
  • Excellent presentation skills.
  • Proven experience in effectively communicating and presenting safety information to employees, leadership, and large audiences.
  • Public Sector experience is preferred, but not required.
  • Proven experience working with data analytics, Excel, PowerPoint, Outlook, and other computer applications.
  • Experience managing a Hearing Conservation or Hazard Communication Program, preferred.
  • Learning Management System (LMS) administration experience, preferred.
  • The Safety Officer must be able to respond to urgent safety matters evenings, weekends, and City holidays.

Special Certifications and Licenses:
  • Certified Safety Professional (CSP) certification preferred.
  • Certifications for OSHA Safety and Health Fundamentals Certificate, First Aid, CPR and AED Instructor, preferred.
  • Must have a Valid driver's license.

HEALTH AND WELFARE BENEFITS
Eligibility

    Benefit coverage begins on the first day of the month following or coinciding with a 60-day elimination period.
    Payroll Deductions
    Payroll deductions for your elected benefits, including FSA, are deducted current for the effective period of the coverage. Example: Your May benefit coverage is payroll deducted in the month of May, June is deducted in June, etc.
    MEDICAL
    Medical care and hospitalization benefits are provided by Blue Cross Blue Shield of TN (BCBST). Employees may choose from either a PPO or HRA plan design based on which plan best serves their personal needs. The City pays a portion of the employee's total insurance premium for both plans, including enrolled dependents. The employee's shared portion will be payroll deducted on a pre-tax (tax-free) basis.

    DENTAL
    Dental coverage is provided by Delta Dental of Tennessee. The plan provides coverage for the prevention of dental diseases and problems, designated restoration and repair procedures, and orthodontics. The City pays a portion of the employee's total insurance premium for both plans, including enrolled dependents. The employee's shared portion will be payroll deducted on a pre-tax (tax-free) basis.
    VISION
    Vision coverage is provided by Blue Cross Blue Shield of TN, EyeMed. The plan provides coverage for annual eye exams, frames, and lenses. The vision benefit plan is 100% employee-paid by payroll deductions, on a pre-tax (tax-free) basis.
    FLEXIBLE SPENDING ACCOUNTS (FSA)
    The City offers a Healthcare FSA and a Dependent Care FSA benefit (Section 125 Cafeteria Plan) through PayFlex allowing insurance premiums, copays, and certain medical and dependent care expenses to be paid with pre-tax dollars on an annual set-aside basis per the annual amount selected (payroll deduction amounts are based upon number of pay dates in, or remaining in, a year). Employees are allowed to rollover up to $610 to the next plan year (2025).
    LONG TERM DISABILITY (LTD)
    Long Term Disability insurance is provided through Madison National to employees at no cost. In the event a full-time employee becomes totally disabled, after a 90-day elimination period, the employee shall be entitled to receive monthly disability benefits equal to 60% of the employee's pre-disability monthly compensation. The City coordinates with Social Security, in that, the LTD benefit and SS amount combined equals 60% of the pre-disability monthly salary.
    SHORT TERM DISABILITY (STD)
    Voluntary Short Term Disability insurance is available to employees through Aflac to help with out-of-pocket expenses in the event you experience an off-the-job Accident or Sickness. Options available to choose from are: (1) 0/7 days elimination period for Accident/Sickness, (2) 7/14 days elimination period for Accident/Sickness, or (3) 14/14 days elimination period for Accident/Sickness. The maximum benefit period per claim is 3 months, or 12 weeks. Pre-existing exclusions may apply. The STD benefit plan is 100% employee-paid by payroll deductions.
    BASIC TERM LIFE & ACCIDENTAL DEATH & DISMEMBERMENT (AD&D)
    Life and AD&D insurance is provided through Minnesota Life at no cost to the employee. Named beneficiary(ies) will be paid Basic Term Life insurance benefits in the amount of two (2) times the employee's annual budgeted salary rounded to the next $1,000, with a benefit maximum of $350,000. Accidental Death and Dismemberment is equal to the amount of the employee's Basic Term Life coverage amount. The AD&D coverage reduces at age 70 by 50%.
    SUPPLEMENTAL VOLUNTARY LIFE
    Voluntary Term Life benefits is available to employees, spouses, and their eligible dependents through Minnesota Life. Premium amounts for employees and spouses are based on age and the amount of coverage selected. Newly hired employees' (only) guaranteed issue amount cannot exceed $250,000 (no health questions asked), with their spouse guaranteed up to $50,000. The maximum coverage allowed for employees is $500,000, and for their spouse, $250,000. Employee and spouse coverage is subject to underwriting. Child Term Life is guaranteed up to $20,000 (birth to age 26) for each child, with increments available in $10,000, $15,000, and $20,000.
