          Job Type Full time  10 Month Position Benefits Eligibility Benefits Eligible Salary Range $63,647 - $78,345 annually  


Position Purpose
The Coordinator of Safety and Emergency Management is responsible for the administration of Safety and risk management programs, as well as the planning and coordination of the Emergency Management processes for the Fargo Public School District.This position will implement, evaluate, control, and minimize the district's exposure to loss or damage as it relates to physical assets, fidelity losses, personnel, and liability claims.
This position serves to support the district Strategic Initiative 2: Positive School Culture and Safety - Implement and utilize research-based protocols for school Safety and Emergency Management
Responsibilities

1. Emergency Management 
  • Maintain current lists of Building Emergency Response Team, District Emergency Response Team, and First Aid lists.
  • Plan, develop and coordinate functions, activities and training programs for the district-wide safety/security plan and the district emergency reunification plan; collaborate with building administrators to review onsite emergency plans and threat assessments. Plan, develop and coordinate functions, activities and training programs for the district-wide safety/security plan and the emergency and partner with the Ed Justice department on the crisis response plan.
  • Develop district-wide disaster plan and coordinates disaster preparedness exercises with outside emergency response agencies and serve as District's representative on the County/City Disaster Planning. Attending one CCUSR meeting per quarter.
  • Assist/manage all FPS buildings in the completion of required drills, security, and safety audits, and provide feedback on drill processes. Attend one drill in all buildings within a two-year cycle. Site security assessments in each building within a five-year cycle.
  • Identify strengths and weaknesses of the various aspects of district and school safety/security guidelines and procedures in site security assessments, inspections, drills, plans, and building reviews. 
  • Evaluate the impact of new and proposed legislation on the district's safety programs and makes recommendations for district compliance to Teaching and Learning Services, Technology and Facilities Departments.
  • Represent the district at meetings with representatives from a variety of public meeting: such as Fire and Police departments.
  • Coordinate and serve on a variety of committees (Safety Committee, CCUSR, and FEPC) related to safety, security, and Emergency response planning.
  • Prepare and submit reports and other documents as required by the state and FPS School District
  • Perform special assignments and other duties as determined by the Associate Superintendents and Director of Educational Justice.
  • Respond to and resolves difficult and/or sensitive employee, parent, and citizen safety/security complaints or concerns, weapons, traffic concerns, field calls in emergency situations.
  • Provide 24/7 on-call response/assistance as needed.
  • Manage department budget, monitor monthly.
  • Set and conduct one building safety management meeting per semester for each site.
  • Serve as a district representative on student or staff threat assessments as part of a team.
2. Safety and Heath
  • Maintain a monthly safety/security bulletin for informational purposes for the district staff, students and parents. 
  • Support, monitor and order items: EpiPens, hazardous waste, AEDs, Narcan 
  • Organize CPR, First Aid, and medication distribution trainings with FCPH annually. 
  • Develop, organize, facilitate and monitor district trainings for safety not limited to safety protocols, suicide, threat assessments, and mandated reporting. 
  • Interpret and apply federal and state laws, board policies and district policies and other regulations relative to risk management, safety, and areas of potential liability.
  • Assure district is in compliance with laws relating to security, safety.
  • Implement a district-wide active threat program. 
  • Coordinate services from FCPH for all district buildings (scheduling services, coverage, and major health issue) 
  • Attend and participate in weekly coordinator meetings  
3. Security
  • In collaboration with the Technology Services department, develop and maintain security technology systems in buildings. This includes, but is not limited to, security cameras, system sight lines, radios, and the visitor management system. Providing training as needed.  
  • In collaboration with the Technology Services department, manage the use of the district's door access. This includes coordination of user access permission and system maintenance. Monitored monthly.  
  • Maintain the official "key holder" call list for the district's alarm monitoring company, police and fire departments.  
  • In collaboration with the Technology Services department, assist in evaluation, selection, implementation, and management of security technology. This includes, but is not limited to, CCTV/Video networks.  
Minimum Qualifications 
  • Minimum of 4 years previous safety or Emergency Management experience; formal education may be substituted for experience.  
  • Strong computer skills, especially Microsoft Office Outlook and Excel.  
  • Skilled in composition of letters, publications and reports. Must possess good grammar/spelling punctuation skills as well as editing and proofreading skills.  
  • Must maintain a valid driver's license and insurability with District's insurance carrier.  
  • High comfort level with public speaking to diverse audiences.  
  • Ability to build trust and positive working relationships with diverse groups including students, families, educators, Emergency Management personnel, first responders, and other community members.  
Preferred Qualifications
  • Bachelor Degree in Emergency Management, Security Services, Criminal Justice, or a closely related field.  
  • Associate Safety Professional (ASP) / Certified Safety Professional (CSP) certification.  
  • Safety Management Specialist (SMS) certification.  
  • Certified Emergency Manager (CEM) certification.  
  • National Incident Management System (NIMS) certification.  
  • Experience working in school setting.  
  • Experience working with CC TV, digital camera networks, or access control software, especially CCure. 
  • Extensive knowledge of safety, security, and fire prevention operations
