As a Rural Policy Analyst, you will be responsible for contributing to work that impacts the health care of millions of Americans. You will have a strong working knowledge of the requirements and operations of current rural health care policy priorities, including the Affordable Care Act (ACA), value-based care models, and health care quality initiatives. In addition, you will assess the impact of policy developments on rural stakeholders.
Essential Functions
- Prepare policy briefs/written summaries of research findings and recommendations.
- Review and interpret regulatory and sub-regulatory guidance.
- Develop education materials that clearly explain policy requirements to various stakeholders.
- Leverage policy knowledge to provide input into program operations.
- Manage and contribute to the development and writing of technical reports and public-facing content, tailored to the client and customer needs.
- Collaborate and/or manage projects with team members and other health care professionals to develop, implement and complete quality improvement and special project or corrective action initiatives. This may include technical writing and coordinating/developing materials to fund, promote and support the initiatives. Serve as liaison with internal and external customers to ensure projects, plans and/or products are completed satisfactorily. Serves as a representative of the Company at external client meetings. Promote company expertise and QI solutions to prospective clients.
- Partner with team members and internal/external customers as necessary, to determine and evaluate methods to encourage participation in the quality improvement and/or special project initiatives. Maintain positive relationships with internal and external clients to ensure continued participation.
Requirements
- Master’s degree in health management, health policy, public policy, public health, or a related field, with at least 4 years of full-time related consulting or policy-oriented professional experience.
- Direct involvement with policy analysis, policy tracking and federal rulemaking required.
- Extensive familiarity with CMS, the ACA, and Medicare-specific value-based care policy and programs.
- Expert policy analysis skills, including the ability to review and interpret regulatory and sub-regulatory guidance.
- Ability to triage policy issues based on priority and deliver opinions and responses to appropriate stakeholders preferred.
- Knowledge of the legislative process, agency rulemaking, grassroots advocacy, and rural healthcare preferred.
- Skill in compiling, evaluating, and presenting legislative information; problem-solving and negotiating; in policy analysis and research preferred.
- Demonstrated strong analytical skills, including the ability to communicate complex information in a format tailored to specific audiences preferred.
- Ability to identify issues impacting rural service providers and communities and create and execute innovative solutions preferred.
- Excellent verbal and written communication skills.
- Demonstrated ability to take initiative and to work both independently and as part of a team.
- Up to 50% local and overnight travel.
