General Description

The Railroad Commission of Texas (RRC) is seeking a Safety Officer II to perform routine (senior-level) safety and health program work. Work involves participating in the safety training and education of staff, inspecting work areas and activities for hazards and assisting in investigating accidents. Deploys to the State Operations Center during state emergencies that may require extended work hours and overnight stays. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. This position requires a daily in-office hours.


Essential Job Duties

  • Coordinates and evaluates comprehensive safety and health programs.
  • Directs or conducts monthly agency-wide safety training for office and field-related risk exposures. Creates, tracks, and audits safety training through the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Directs and ensures the adequate investigation, reporting, and analysis of accidents to prevent recurrence.
  • May deploy to the State Operations Center during state emergencies. Coordinates responses to requests for emergency assistance and resources.
  • May develop, coordinate, or participate in local, state, and federal emergency exercises.
  • Conducts agency-wide ergonomic assessments upon request.
  • May develop risk management-related policy and procedure manuals.
  • Assist managing the agency’s employee notification system and sending urgent agency-wide alerts.
  • Supports the agency’s Continuity Coordinator to maintain and update the agency’s Continuity of Operations Plan.
  • Conducts office and field surveys, audits, and inspections for all agency locations to ensure a safe environment and compliance with local, state, and federal safety rules and standards.
  • Conducts, coordinates, or participates in safety committees, councils, and seminars.
  • Audits and ensures agency-wide compliance with the internal driving program. Participates in accident investigation reviews and recommends corrective actions.
  • Reviews safety procedures, rules, and standards.
  • Supports the agency’s Insurance Manager and oversees multiple lines of insurance.
  • Supports the agency’s Workers’ Compensation Coordinator. Files and monitors claims with the State Office of Risk Management (SORM).
  • Serves as a liaison between regulatory local, state, and federal agencies. Partners with other state agencies to coordinate safety and security efforts.
  • Assists in planning and preparing safety budgets.
  • Oversees the publication of weekly and monthly information related to safety and health programs.
  • Able to lift 25lbs and climb a ladder.
  • Performs related work as assigned.
  • Position requires some in-state travel (approx. 10%) with occasional overnight stays.

Qualifications


Minimum Qualifications

  • Experience in the management and direction of Occupational Safety and Health programs.
  • Graduation from an accredited four-year college or university with major coursework in Safety, Health, Management, Business, or a related field.
  • Experience and education may substitute for each other on a year-by-year basis.
  • Must have a valid Texas Driver's License and good driving record.
  • Must reside in Austin, TX, or be willing to relocate to the Austin area. Relocation is not paid by RRC.

Certification/Licensure:

Must be currently certified as, or obtain within six months of hire, one of the following: FEMA Continuity Practitioner Level I or FEMA Continuity Practitioner Level II.


Preferred Qualifications

  • Two (2) years’ work experience involving planning, coordinating, and performing work in several functions such as Safety, Emergency Management, Risk Management, Insurance, or Continuity of Operations.
  • Experience with CAPPS

Knowledge, Skills, and Abilities

  • Knowledge of local, state, and federal laws related to public safety and emergency management, and of program
  • planning, implementation, and monitoring.
  • Skill in the use of a computer and applicable software.
  • Ability to plan, coordinate, and evaluate safety and health programs
  • Ability to communicate effectively

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
