The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division. Come help us manage state-owned aquatic lands so that people and the environment thrive, businesses and eelgrass meadows grow, and waterfront public access and salmon are preserved in perpetuity. We are looking for a Restoration Manager based in Lewis County who manages aquatic habitat restoration projects on state-owned aquatic lands in southwest and eastern Washington.
The Restoration Manager, with guidance from the statewide restoration program, will independently plan, organize, and implement restoration projects on state-owned aquatic lands in the Rivers District. Rivers District is comprised of 28 counties from the Pond Oreille River south through the City of Spokane towards the Tri-Cities, following the Columbia River out to the coast and then north into Willapa and Grays Harbor Bays. The Restoration Manager works with individual citizens, private industry, Tribes, other governments, and stakeholders to ensure resources are managed and restored to conserve ecological and economic viability.
Duties
Responsibilities:
The Restoration Manager's responsibilities include the following:
  • Plan, develop, budget, and implementation of restoration projects through Public Works Contracting.
  • Negotiating and preparing land-use authorizations for conservation work planned and implemented by external restoration practitioners, including Tribal, state, NGO, and federal partners.
  • Ensuring compliance with land-use authorization contract terms and performing site inspections.
  • Collaborating and supporting both the Restoration Program and the Rivers District teams.
  • Collaborating with other restoration staff, scientists, and external restoration practitioners, including Tribal, state, NGO, and federal partners.
  • Providing timely communication to other DNR staff and external partners and conducting education and outreach to the public.
  • Support other district and division activities including habitat stewardship and environmental review of proposed projects affecting state-owned aquatic lands.
  • Developing collaborative near- and long-term plans for habitat restoration and debris removal in Rivers District.
  • Participation in the Chehalis Basin Strategy, Aquatic Species Restoration Plan (ASRP).

Qualifications
Required Qualifications:
  • Bachelor's degree in environmental science, Natural Resource management, real estate, forestry geography, marine science, other science, engineering, land use or environmental planning, public policy, or other relevant field AND 2 years of work experience in one of the above disciplines.
  • Experience managing multiple complex tasks, setting workload priorities, and completing tasks on time.
  • Demonstrated ability to speak and write clearly and succinctly, and use typical office software.
  • Demonstrated ability to perform physically demanding work including lifting 30 pounds, operating power equipment (e.g., chain saw), traversing wet and uneven ground, and working on and over water in vessels, over water structures, and steep shorelines.
Special Requirements and Conditions of Employment:
  • Within one year of employment, become a Certified Cultural Resource Technician. Training is provided.
  • Most fieldwork involves being on, over, or adjacent to water. Many projects involve working over uneven terrains and steep for long hours and in a variety of weather conditions. Projects also involve working around heavy equipment, vessels, and helicopters. Some fieldwork involves travel by small motorboat, either as crew or caption.
  • Travel is required on a regular basis throughout the district and other locations around the State. Driving required is often long distances (up to 300 miles around trip) and frequently involves a ferry ride. Overnight stays are required.
  • A valid unrestricted driver's license with two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • Project and program management focused on on-the-ground restoration/removal work typically involving ecological restoration or environmental engineering activities (e.g., environmentally-focused AmeriCorps services, fisheries enhancement group stream restoration).
  • Knowledge of and/or experience with contracts such as land use agreements, public works contracting, and cooperative agreements.
  • Experience interpreting and implementing guidelines, regulations, and laws as associated with Natural Resource management, environmental protection, and/or cultural resource protection.
  • Knowledge of Pacific Northwest riverine, estuarine, and marine nearshore ecosystem processes and habitats.
  • Experience operating small motorboats.
  • Experience with troubleshooting, maintaining, and operating equipment such as power tools, remotely operated vehicles, cars, trucks, and vessels.
  • Experience working for or with other environmental protection or Natural Resource agencies.
  • Experience applying for and managing grants for Natural Resource/environmental protection, recreation, or historical preservation projects.
  • A natural curiosity-someone who appreciates the how and the why, and who embraces new challenges and new technologies.
