The Washington Department of Natural Resources is looking for a Natural ResourcesSpecialist 1 to support the Derelict Vessel Removal Program (DVRP), Vessel Turn-In Program (VTIP), and Budget Manager. DVRP and VTIP remove vessels that threaten human safety and navigation and have an impact on aquatic habitats and wildlife. This position provides technical and professional support to both DVRP and VTIP by managing contracting operations for the program. As part of contract operations, the position will manage a variety of contracts including, but not limited to, interagency agreements, master contracts, direct buys, and grants. The position will assist in developing and submitting grant and contract proposals or renewals and will maintain and monitor grants and contracts to ensure compliance. The position also provides program maintenance, which will ensure the program is managed in a manner consistent with statutory and agency directives. Program maintenance will include contributing to program databases, providing website content, updating program guidelines, liaising with external partners, and developing other program materials as needed.
The position reports to the Aquatic Resources Budget Analyst and is responsible for financial support of the program. This will include activities such as preparing trial balances and adjusting entries, intake and routing of invoices, processing bad debt write-offs, and generating reports and statistics.

Duties
Responsibilities:
  • Applies professional knowledge and research to prepare Vessel Removal work requests, contracts, and interagency agreements for DVRP and VTIP.
  • Manages the DVRP and VTIP requests for quotes. Communicates with staff and contractors on bids; works with staff to announce apparent successful bidders. Tracks and reports contracts and interagency agreements to staff and management.
  • Responds to inquiries about the program from contractors. Determines and enforces contractor compliance with agency and state rules, along with regulations and laws. Reviews and approves contractor work progress, products, and invoices.
  • Maintains and updates program materials, including website content, program guidelines, public outreach materials, and templates for letters and contracts.
  • Aides in developing and submitting grant applications. Maintains and monitors grants to ensure compliance.
  • Liaises with state, local, tribal, and federal agencies and contractors and provides analysis, research, and guidance on policy, legal, and technical aspects of the DVRP/VTIP and contract issues. Works with program staff to provide analysis and research in both legal and technical aspects of the DVRP/VTIP.
  • Builds relationships and conducts program training for authorized public entities.
  • Drafts cost recovery repayment agreements and tracks payments in NaturE from vessel owners.
  • Prepared vessel custody notices and tracks timelines for DNR-led removals in accordance with state law.
  • Uses Department of Licensing, social media, Accurint database, and USCG Documentation Center to conduct computer searches for information on Derelict Vessel owners.
  • Drafts and sends initial custody and "pre-custody" letters to owners of potentially derelict or abandoned vessels.
  • Coordinates the removal and deconstruction of vessels. Seeks input from team members on site-specific environmental issues and required permits or other considerations. Searches through Department of Enterprises Services (DES) contracts for appropriate entities.
  • Organizes public disclosure request responses and prepares documents for review by the Attorney General's Office in support of appeals and bad debt write-offs. Also assists in the write-up and signature process for Bad Debts.
  • Assists in the coding and preparing of program/contract invoices for payment processing.
  • Assists in the maintenance of reporting formats to track monthly allotments vs. expenditure variances; publishes to SharePoint.
  • Solicits certain program areas for quarterly performance measures reporting.

Qualifications
Required Qualifications:
  • BA degree in Natural Resources
    OR equivalent education and/or experience equaling 4 years. Technical experience in the development, administration, or termination of contracts is preferable.
  • Experience working with Microsoft Office applications such as Word, Excel, Outlook, Teams, PowerPoint, Accurint, ArcGIS Pro, and Ad Hoc reports.
  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations, and public records retention and requests are followed.
  • Ability to write and manage state, federal, and interagency contracts. Ability to understand, interpret, and enforce contract terms.
  • Experience in handling customer service inquiries with tact.
  • Knowledge of: contracting laws, state contracting policies, agreements, etc.; business and professional services, practices and trends; sources of supply and cost factors, contract terminology and development.
  • Ability to effectively write letters, prepare legal documents and outreach materials, work independently, prioritize projects, and track multiple projects through multiple states, and state contracts.
  • Ability to speak, write, and report clearly and effectively.
  • Ability to encourage and facilitate cooperation, pride, trust, and group identity, foster commitment and team spirit, and work with others to achieve goals.

Special Requirements and Conditions of Employment:
  • 90% of this job is performed in an office setting with the other 10% in and around vessels.
  • 10% from duty station to vessel site visits, primarily in Western Washington.
Desired Qualifications:
  • Experience with commercial marine vessel salvage and disposal desired.
  • Experience evaluating programmatic objectives in consideration of law and policy.
  • Experience acquiring permits for aquatic operations; knowledge of the framework of
    applicable laws, rules, and regulations (state, local, and federal).
  • 24-hour HAZWOPER Certification.
