Job Summary
he Research Adminis ra or is responsible for he full life cycle of quali y research adminis ra ion ranging from proposal developmen o pos award adminis ra ion, award close-ou , and award compliance for a group of Principal Inves iga ors in he College of Informa ion and Compu er Sciences.
Essen ial Func ions
Pre-award:
- Manage he developmen and in ernal approval of research and special projec proposals and con rac s for submission o federal, s a e and priva e funding sources. Provide exper advice on agency, ins i u ional and governmen proposal compliance o universi y facul y and Principal Inves iga ors as assigned.
- Manage he planning and developmen of gran or con rac suppor ed projec s and programs. Provide cri ical analysis and guidance in he review and in erpre a ion of oppor uni y announcemen documen s. Develop budge s and budge narra ives sufficien o suppor projec or program ac ivi ies and consis en wi h applicable requiremen s. Draf , wri e and/or edi proposal documen s. Review final proposals and ensure commi men s (bo h fiscal and echnical) and accoun abili y are in accordance wi h universi y and sponsor policies, procedures, and regula ions. Work coopera ively wi h supervisors, UMass Office of Pre-award Services (OPAS) personnel, various universi y s aff and facul y, and funding agencies. Prepare and submi imely rou ing documen a ion for in ernal proposal submission approvals.
- Provide professional consul a ion, managemen , and s aff leadership o ensure ha facul y inves iga ors have: assis ance in he proposal and budge developmen process for research proposals and progress repor s o improve success ra es, encourage mul i-disciplinary submissions and projec developmen ; assis ance wi h sys em- o-sys em proposal developmen and rou ing requiremen s; an effec ive eam o package comple e, accura e, and compe i ive proposals; assis ance wi h ob aining all compliance approvals by he appropria e universi y regula ory commi ees (e.g. Ins i u ional Review Board, ins i u ional Animal Care and Use Commi ee, Conflic of In eres ).
Pos Award:
- Manage, advise, reconcile, analyze, close-ou and repor on spending and budge ac ivi y for a number of fund ypes, including research gran s and con rac s, gif , general opera ing, facul y s ar -up and program income accoun s. Prepare forecas s and make recommenda ions on s affing and spending changes o keep projec s on rack. Advise facul y, researches and s uden s on purchasing and ravel policies; process and moni or projec expendi ures and coordina e paymen s. Mee wi h facul y and review ravel, deadlines, new funding sources, e c. and adjus s affing plan as necessary. Manage PI effor commi men s and assis wi h annual effor cer ifica ion. Par icipa e in con rac closeou process; compile informa ion for final repor s and cer ifica es.
General
- In erpre and apply principles, rules, regula ions, policies, preceden s or o her guidelines specific o he assigned research projec (s) and i s sponsor o resolve problems, answer ques ions and provide informa ion and advice.
- Ac as he primary liaison be ween Principal Inves iga or and he Office of Pre-Award Services (OPAS) for all pre-award/ proposal ma ers, he Office of Pos -Award Managemen (OPAM) and he Con roller's Office for all pos -award ma ers. Be proac ive and reac ive o problems/concerns and find appropria e and imely solu ions.
- Assis OPAS, OPAM and he Con roller's Office wi h compliance wi h federal and priva e cos and adminis ra ive principles (Uniform Guidance, e c.) and prepare and presen responses o audi findings.

Minimum Qualifica ions (Knowledge, Skills, Abili ies, Educa ion, Experience, Cer ifica ions, Licensure)
- Associa e's degree wi h six (6) years of professional experience wi h sponsored programs or gran managemen in an academic or equivalen se ing. A Bachelor's degree may be subs i u ed for wo (2) years of he required experience.
- Demons ra ed pre- and pos -award financial managemen experience, including proposal developmen and pos -award managemen .
- Familiari y and experience wi h all ypes of award mechanisms, including gran s, con rac s, subcon rac s, and coopera ive agreemen s.
- Knowledge of program adminis ra ion guidelines for bo h federal and non-federal funding agencies.
- Abili y o unders and and apply universi y policies and procedures, as well as he laws, rules and regula ions per aining o gran s, con rac s, coopera ive agreemen s, sub-awards and subcon rac s.
- Abili y o work independen ly wi hin he college, and o work as a eam member wi h he OPAS, OPAM and o her cen ral adminis ra ive uni s of he Universi y.
- Abili y o plan ahead, priori ize, and work under pressure in a deadline-orien ed environmen in which workload ebbs and flows and can require he managemen of mul iple submissions across mul iple PIs in a shor span of ime wi h frequen in errup ions.

- Experience preparing/submi ing scien ific research proposals and budge s under igh deadlines. Proficien wi h elec ronic gran s managemen sys ems (i.e. gran s.gov, NIH eRA Commons, NSF Fas lane, Proposal Cen ral, e c.) and experience wi h en erprise research adminis ra ion sys ems.
- Abili y o in erpre and ransla e programma ic needs in o cos effec ive budge proposals o maximize funding oppor uni ies.
- Experience managing finances and/or projec s wi h an ins i u ion of higher educa ion, including knowledge of governmen and fund accoun ing.
