This vacancy is located in the Nursing Departmentof Eastern Louisiana Mental Health System in Jackson, LA. ELMHS is the largest 24-hour, multi-site, state psychiatric complex, comprised of residential, outpatient and inpatient services.
This position may be filled as a probational appointment or as a promotion of a permanent, classified state employee.
The incumbent will act as the Executive Nurse over nursing and therapeutic services of ELMHS.

ELMHS is Joint Commission (JC) accredited and CMS licensed, which requires the incumbent to possess a postgraduate degree in Nursing, Health Care Administration, or Business Administration. This qualification must be listed on the candidate's application to be considered for the position.
SER (Special Entrance Rate) :
$4697.60/biweekly
Premium Pay for each hour worked:
Retention: $10.00/hr
Facility Longevity: Starting at $2.00

Qualifications
MINIMUM QUALIFICATIONS:
General Option:
Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus six years of professional nursing experience.
SUBSTITUTIONS:
A baccalaureate degree in nursing will substitute for one year of the required experience.
A master's degree in nursing or public health will substitute for one year of the required experience.
Specialized degrees less than a doctorate will substitute for a maximum of one year of the required experience.
A doctorate in nursing or public health will substitute for two years of the required experience.
Specialized degrees will substitute for a maximum of two years of the required experience.
Public Health Option:
Possession of a valid Louisiana license or temporary permit to practice professional nursing plus a master's degree in nursing or public health and six years of professional nursing experience.
SUBSTITUTIONS:
A doctorate in nursing or public health will substitute for two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university

FUNCTION OF WORK:
To direct all nursing services within a facility or to serve as the DIRECTOR OF all statewide public health nursing components for all public health programs.
LEVEL OF WORK:

SUPERVISION RECEIVED:
General from a Registered Nurse of a higher level or other higher level personnel.
SUPERVISION EXERCISED:
Direct line over RN Assistant Directors of Nursing, Registered Nurse Managers, Supervisors, and lower level personnel.
LOCATION OF WORK:
Statewide.

Directs all nursing care services within a facility.
Provides for nursing administration on all shifts.
Establishes nursing objectives, philosophy, and goals.
Participates in instructional planning as a member of executive management.
Collaborates with nursing school representative to organize clinical experience of students.
Appoints committees and/or committee members.
Conducts head nurse and supervisor meetings.
Reacts to committee minutes, reports, and directives.
Prepares periodic reports on the status of nursing care.
Recommends policy and/or procedure change to administration and/or medical staff.
Conducts research as it relates to nursing interventions and implements new nursing processes.
Develops and maintains a current Master Staffing Plan.
Maintains, implements, and updates written organizational plans.
Formulates nursing budget request; administers budget by reviewing reports and reacting to feedback and procedures.
Assures that policies and procedures are consistent with hospital and medical staff policies and procedures.
Functions as liaison required between medical staff and nursing department.
Establishes standards of nursing care and performance of all personnel within the nursing department.
Assures competency of nursing personnel through an ongoing evaluation process.
Formulates, reviews, and revises policies and procedures as indicated.
Formulates methodology for evaluating and assuring quality of nursing care.
Coordinates interdepartmental relationships and interviews, assesses, and hires personnel.
PUBLIC HEALTH OPTION:
Plans, organizes, directs, implements, and evaluates the nursing component for public health emergency situations, emerging public health issues and threats affecting the health and environment of the statewide community-at-large.
Plans, organizes, directs, implements, and evaluates the policies and procedures affecting the public health nursing component of all public health programs, statewide.
Assesses needs for additional nursing services and personnel for generalized or specialized programs; develops or revises programs to increase effectiveness; assigns personnel; prepares policies, operational procedures and nursing guidelines for the specific programs; and coordinates, monitors and provides managerial and professional consultation and evaluates effectiveness of programs and personnel.
Provides leadership and consultation to Federal, State, and local committees.
Plans, organizes, directs, implements, monitor, and evaluate the Continuing Education Nursing, Continuing Medical Education and Continuous Quality Improvement Program for the Office of Public Health.
Collects, complies, and analyzes a wide variety of statistics and reports to evaluate the effectiveness, accessibility, and quality of health services.
Discusses, explains, and advises official bodies and civic, private or public agencies regarding community health issues, outbreaks, and national health objectives.
Provides comprehensive nursing administration and the response to emergencies and public health/bioterrorist threats on 24-hour basis.
