POSITION SUMMARY: The Regional Director (RD), Chester Early Leaning Services (ELS), oversees the implementation of all educational services, daily operations, and fiscal administration of the Chester ELS program including Preschool Early Intervention Services (EIC) and Early Childhood Special Education (ECSE) Classrooms. The RD is the key leader and decision maker for the Chester program and maintains primary administrative oversight of the Local Education Agency (LEA) contract in the City of Chester, Delaware County.
DUTIES AND RESPONSIBILITIES:
- Provide direct administrative and operational oversight of all Preschool Early Intervention Services and programs in the city of Chester, ensure that children in have access to the full continuum of services including: Home, Itinerant Service Outside the Home, Early Childhood Learning Environments, Early Childhood Special Education Classrooms, and Approved Private School Settings to ensure compliance with applicable Individuals with Disabilities Education Act (IDEA) regulations
- Provide supervision of assigned staff, including key administrative team members in areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
- Ensure compliance with all applicable federal, state, and local laws and regulations
- Maintain working knowledge of Special Education regulations including but not limited to: Part 300, Chapter 14, Part B and C regulations to ensure program adherence to best practices and standards of the Office of Child Development and Early Learning (OCDEL) and the Pennsylvania Department of Education (PDE)
- Oversee and administer the budgetary process, including, but not limited to, creating annual program budgets, monitoring expenditures, ensuring responsible administration of the approval and disbursement of funds, and participating in grant opportunities and other additional funding opportunities, as appropriate to remain within the program allocation the program's and maximize the program's ability to serve children and their families
- Collaborate with other Regional Directors across Early Learning Services to ensure consistency, alignment and cohesion of policies and Early Intervention best practices for program development and improvement
- Ensure continuous program development and improvement by safeguarding that Quality Enhancement Plans (QEPs) are developed and met in accordance with OCDEL requirements; ongoing program evaluations are performed; setting program goals, and targets; and ensuring corrective actions are developed and implemented and completed, as required
- Work collaboratively with the Executive Director of Professional Development on maintaining or exceeding all quality benchmarks and requirements to maintain program compliance and high quality standards
- Develop an annual program calendar and program activities in accordance with OCDEL requirements including adequate training/in-service days; collaborate with the Director of Professional Development to ensure program staff are adequately trained and maintain an acceptable degree of proficiency as the LEA, as required
- Collaborate with the community engagement department on strategies and initiatives to engage families/parents/caregivers including, but not limited to, the development of activities to support parents/caregivers throughout their experience in Early Intervention, responding to parent/family concerns as required, and participating with and giving input/feedback regarding Child Find, Transition at Three, Transition to Kindergarten, Back to School, and other family and community engagement projects, campaigns and initiatives to promote a high parent satisfaction rating, positive family experience, and a relevant, meaningful and supportive environment for families going through the Chester early intervention program
- Maintain positive community relations, develop resources, and assess needs in the community pertinent to sustaining and enhancing early childhood services; maintain active participation in community meetings including, but not limited to: Delco Local Interagency Coordinating Council (LICC), Foundation for Delco, Communities that Care (CTC), Delco Area Resource Network (DARN); develop and maintain positive partnerships with families and community agencies such as Head Start, Pre-K Counts, local Early Childhood Education programs, and school districts to assess community needs and identify resources to help families thrive and to increase and sustain Elwyn's visibility and position as a thought partner and leader in the space of early intervention in the city of Chester and Delaware County
- As the primary representative for the Chester program locally and at the state level, attend stakeholder conferences, Pennsylvania Department of Education (PDE), Office of Child Development and Early Learning (OCDEL), Early Intervention Technical Assistance (EITA), State Interagency Coordinating Counsel (SICC) conferences, training and webinars to increase and sustain Elwyn's visibility and position as a thought partner and leader in the space of early intervention at the state and federal level by substantially and regularly representing city of Chester
- Confirm the provision of culturally responsive Early Intervention services for all children who qualify in home, community, school, and center-based locations, and ensure proper staffing ratios, productivity standards, and daily operations for all Chester Early Intervention programs to meet program compliance
- Ensure documentation standards are consistently met in accordance with OCDEL/PDE requirements through periodic review of child educational records, staff licensure, certification, accreditation and credentialing to meet program compliance

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
- Bachelor's degree in education or human Services; Master's Degree preferred
- Current Pennsylvania Teaching Certificate in Special Education or Early Childhood preferred
- Seven (7) years' experience in an educational setting developing, writing and implementing IEPs, preferably in early childhood
- Five (5) years' supervisory experience preferred
- Demonstrated ability to manage large-scale projects and implementation across a department or region, which includes monitoring and oversight of outcomes
- Working knowledge of hiring practices and employee discipline
- Working knowledge of budget process
- Understanding of early childhood development principles and practices
- Demonstrated ability to work effectively as part of a team
- Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
- Demonstrated strong attention to detail
- Demonstrated strong time management and organizational skills
- Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
- Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
- Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
- Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
- Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; Publisher and report-writer experience preferred
- Bilingual/multicultural skills a plus
- Experience using Data Management systems, Electronic Health Record (EHR) preferred
