Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT is currently seeking a Region Signal, Electrical, and ITS Maintenance Superintendent to provide region-wide leadership and supervision of the operation, preservation, and maintenance of all electrical/electronic systems and equipment within the Olympic Region. This position directs and supervises the Signal Operations unit to ensure maximum efficiency of traffic signal systems throughout the region; the Electrical Inspection program to ensure compliance with ongoing contract work, national, state, and local statues; and the utility locate program as required by state statute. This position will coordinate, assist, and work closely with numerous city, county, and state agencies to maintain efficient traffic flow and adequate facilities within the state right-of-way.; and will partner with statewide groups to develop and implement the training program for electrical/electronic maintenance employees. They will perform work at a high level of discretion and independent judgment and are accountable for schedule, budget, and quality of work, safety, and stewardship of work unit employees. The primary function for the work unit is to provide a safe and efficient highway system for the traveling public. Well-maintained and efficient electrical/electronic systems, including traffic signal systems, are in direct alignment with WSDOT's mission.
What to Expect
Among the varied range of responsibilities held within this role, the Region Signal, Electrical, and ITS Maintenance Superintendent will:
  • Be responsible for personnel issues related to proper staffing levels, leave and travel approval, and actions pertaining to corrective action, discipline, and grievances; recommend formal disciplinary actions to the appointing authority; and, in partnership Human Resources, investigate instances of unsatisfactory work performance and implement performance management best practices as needed.
  • Ensure appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Coach, mentor, and lead unit employees; provide training and staff development; implement strategies to increase employee engagement through appreciation, recognition, and employee well-being; and interview, evaluate and recommend candidates for hire or promotion, striving for competency and diversity.
  • Authorize and sign payroll registers, correspondence, stores orders, payment vouchers, accident reports, and leave requests.
  • Track equipment utilization and make recommendations for the long-term investments in the equipment fleet for the region-wide organizations.
  • Work with statewide committees to develop and implement the Electrical and Electronic System Specialist (EESS) training program.
  • Promote a safety focused work environment where the safety of employees and the travelling public are a high priority.

Work is primarily performed indoors in an office environment; however, work may be physical in nature and performed outdoors, in all types of weather conditions, during both daytime and nighttime. Weekends and holidays may be required to respond to non-scheduled or call-out emergencies, as well as working alternate and emergency shifts as assigned. Must be able to respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week, alone or as part of a team as needed.
Qualifications
To be considered for this opportunity, the following are required:
  • Possess a high school diploma or GED equivalent.
  • Seven (7) years journeyman level experience in electrical/electronic construction and/or traffic signal industry.
  • Two (2) years of experience supervising a diverse workforce and evolving work environments; this includes coaching and mentoring a workforce on an on-going basis and promoting a successful safety program.
  • Strategic leadership abilities including, the ability to work across boundaries, build and maintain effective teams, coach, and mentor others, embrace and lead change, resolve conflicts, encourage employee engagement, develop and implement process improvements; and translate agency values and goals into detailed action plans with objectives and tasks.
  • Skills and experience to execute a complex work schedule to meet program demands.
  • Knowledge of safety regulations, policies, and procedures.
  • Knowledge and demonstrated experience practicing core Diversity, Equity, and Inclusion principles; and possess a demonstrated commitment to valuing diversity, equity, inclusion, and belonging.
  • Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and software utilized for purchasing, inventory, and asset management.
  • Written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.
  • Experience with the development and implementation of a large budget.
  • Knowledge of MUTCD, Standard Plans and Specifications, National Electrical Code, roadway and electrical construction and maintenance practices.
  • Skills to evaluate new products and technology, review, and interpret construction and contract plans.
  • Skills to read and interpret complex electrical plans and drawings, resolve, and negotiate solutions to construction and industry issues.
  • Possess an unrestricted valid driver's license to operate vehicles in Washington State.
  • Ability to traverse rough, steep, and uneven terrain.

It is preferred that qualified candidates also have:
  • Journeyman level electrician (EL01) or higher (AD01 or ME01) license issued by the State of Washington.
  • Five (5) years in a supervisory role of a staff of five (5) or more employees.
  • Certified as an Electrical Training Instructor by the Department of Labor and Industry.
  • Five (5) years of experience in the Traffic Signal and/or ITS maintenance field.
