Capital Assets Management Program - Yakima Construction Shop
Yakima, Washington - Yakima County
In this leadership role, you will oversee multiple construction teams, ensuring the effective operation, preservation, and construction of facilities, hatchery complexes, screens and dams, utilities, infrastructure, wildlife areas and habitat on over one million acres of department property statewide.
You will also provide expert guidance on project planning and implementation, manage resource allocation, and foster team building and development.

Duties
Some of what our Construction and Maintenance Superintendent 3 will enjoy doing,
Project Assessment, implementation, and management:
  • Work directly with project managers and customers to evaluate and define the scope and constructability of projects.
  • Independently manage the screen and dam operation and Maintenance activities for agency owned and co-managed sites. Develop and report spending plans. Actively engage irrigation district representatives and landowners regarding regional and state requirements.
  • Analyze project specifications for sequence of work, material and personnel requirements, and scheduling of material and equipment deliveries.
  • Identify material or services that require purchasing contracts and develop specifications for the bidding process. Prepare detailed cost estimates.
  • Participates in conceptual and 30-60-90 drawing reviews, providing expertise to mitigate issues of functionality or feasibility.
  • Independently monitor expenses and develop reports to ensure maintenance and construction activities remain within the budget.
  • Address departmental inquiries and complaints ensuring remedial actions and timely completion of projects.

Supervision and mentoring:
  • Set goals and objectives, develop strategies to implement, and develop performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.
  • Develop the Performance Development Plan (PDP) for each assigned employee within the unit. Create or update position descriptions, monitor and document employee performance, provide on-going feedback regarding levels of performance and conduct timely and meaningful employee performance evaluations.
  • Manages issues relating to staff conflicts, absenteeism, performance issues, in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit.

Administration and other duties as assigned:
  • Submit travel vouchers, timesheets, and other work-related documents.
  • Represent the unit's safety concerns at monthly committee meetings.

WORKING CONDITIONS:
  • Work Setting, including hazards:
    • Most tasks will involve working at a desk on a computer and attending meetings. May include working under fluorescent light, repetitively entering data into the computer, and looking at computer monitor for long periods of time.
    • Some duties are performed at construction sites in hatchery and wildlife areas and on occasion in a fabrication shop.
    • May work on rough terrain, riverbanks, slippery slopes, and other surfaces, confined and difficult to reach spaces, and in all types of weather conditions, including extreme heat, rain, or show.
    • Bend, stoop, squat, twist, push, pull, and lift of 50 pounds repetitively when loading and unloading trucks or moving materials around project site.
  • Schedule:
    • Typically, Monday - Thursday, 6:00 A.M. - 4:30 P.M.
    • Work overtime as needed/requested. This will include overnight stays and evening and weekend work. Telework opportunities may be considered.

    • Travel Requirements:

    • Tools and Equipment:
      • Computer hardware and software, multi-line telephones.
    • Customer Interactions:
      • Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.

    Qualifications
    REQUIRED QUALIFICATIONS:
    • Seven (7) years field construction experience.

    AND
    • Three (3) years at a level equivalent to a construction superintendent
      1. This experience may be concurrent with the required seven (7) years of experience noted above.

    OR
    • Four (4) years of experience supervising on-site Construction and/or maintenance activities.
      1. This experience may be concurrent with the required seven (7) years of experience noted above.

    Certifications/Licenses:
    • Valid Driver's License with an acceptable driving record.

    Knowledge of:
    • Construction methods, cost of operations and limitations of construction equipment. Building materials, their cost, uses and sources of supply.
    • Contractual relations, including specifications and fiscal procedures.
    • Principles of engineering and their application to construction.
    • Reviewing construction plans, specifications, blueprints, sketches, and shop drawings - specifically, site and elevation plans.

    Ability to:
    • Identify and schedule various phases of construction, coordinate staffing, supplies, and equipment, and see projects to successful conclusion.
    • Lead and mentor construction trades in the assessment and Maintenance of agency structures, such as residences, hatchery and storage buildings, offices, and other outbuildings.
    • Prepare accurate and succinct cost estimates.

    Experience:
    • Basic computer skills with experience using Microsoft Outlook, Word, and Excel.

    PREFERRED QUALIFICATIONS:
    In addition to those required qualifications, our ideal applicant will also have some or all of the following:
    • Valid First Aid/CPR Card
    • Class A Commercial Driver's License (CDL) endorsement with a valid Medical Examiner's Certificate.
    • Knowledge of Washington State Purchasing rules and regulations and Washington's Electronic Business Solution (WEBS) bidding process.
    • Knowledge of when and where county building permits are applicable for different phases of construction.
    • Basic knowledge and understanding of state, federal, and OSHA Construction and industrial safety regulations with a willingness to expand this knowledge to support the safety of the crews.
