Job description

The City of Laguna Beach Transit and Community Services Department is seeking an organized and passionate individual to fill the role of Recreation Supervisor.


The Position: Under general direction develops, organizes, coordinates, implements and markets quality recreational and leisure programs, activities, special events and services for the community.

Reports to/Supervises: Reports to the Senior Recreation Supervisor. Supervises lower level staff.

Application/Selection Process: Applications will be accepted up on a continuous basis with a first review on Thursday, April 27, 2023. Applications will be screened carefully and selected applicants will be invited to participate in the Structured Panel Interview. The appointing hiring authority will further review the job-related qualifications of those deemed eligible for hire before making selection decisions. The selection process may be modified based on the needs of the City.
Pre-Placement Process: The selected candidate must successfully pass a fingerprint check with the State Department of Justice, a pre-placement physical and drug test, educational and employment verification, and reference check(s).
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervise operations of a multi-use City facility including scheduling programs, user groups, facility operations and facility rentals. Identify set-up and equipment needs, coordinates requests, determines staff and volunteer requirements, and reports on condition of facility, participation, and registration. Orders and maintains equipment, coordinates use and maintenance of fields, and facilities. Hires or recruits officials, scorekeepers, volunteers and miscellaneous employees. May supervise the full-time Aquatics Coordinator and other part-time Recreation staff, schedule classes and handle issues as they arise. Supervises collection of money, accounting and on-site auditing. Organizes special events, sports tournaments, and other community projects.
Assists with developing and publishing the City's recreation brochure and web site version on a quarterly basis as well as the monthly e-newsletter and other marketing materials; develops, coordinates, implements and evaluates new and ongoing programs offered by staff and contractual instructors; assists instructors and analyzes program/instructor quality; creates program materials, processes instructor contracts; monitors program administration and program implementation; prepares and updates content on the City's web site.
Develops departmental forms and applications; performs miscellaneous accounting functions; performs fiscal reconciliations and pays vendors; manages facility rentals and/or use of City facilities for the general public and City departments; handles facility maintenance issues in coordination with the Public Works Department. Perform a variety of general administrative duties such as compiling program statistics and preparing records, reports, and correspondence. Prepares site budget and controls expenditures. Hires, trains, supervises and advises employees. Maintains records, submits written and oral reports and prepares publicity material. Attends professional meetings and conferences.
Performs other duties as requested.
Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:

Education: Education equivalent to a four-year degree in recreation or a related field.
Experience: Four (4) years of experience in the planning, development and supervision of sports and leisure activities, special events and community services.
License/Certificate Requirements: Due to the performance of some field duties, which may require the operation of a personal or City vehicle, a valid California Driver's license and an acceptable driving record are required.
Knowledge of: The principles of administration of recreation and supervision; supervisory knowledge of how to organize for baseball, softball, basketball, volleyball, swim, tennis and other sports leagues and tournaments; facilities and equipment needed in a broad recreation program; publishing software and printing practices; office practices and procedures; file maintenance and record keeping systems; proper operation of office equipment, including a personal computer using Windows based software for word processing, spreadsheets, presentations and databases; recreation based registration software basic math; appropriate business writing; correct English grammar and spelling.

Ability to: Learn and understand pertinent procedures and functions quickly as related to division and/or department operations; furnish accurate information to others; perform under minimal supervision using appropriate judgment; work effectively under pressure in a busy office environment with frequent interruptions; accept responsibility and accountability for the performance of duties; maintain effective and cooperative working relationships with those encountered in the performance of duties, including the general public; perform miscellaneous accounting functions, manage facility rentals and/or use of City facilities; appropriately address facility maintenance issues; assist program instructors as necessary; follow up on the administration of programs; service and maintain brochure advertisers; prepare a quarterly recreation program brochure and update/maintain division web pages; supervise employee groups and volunteers of various sizes and compositions; establish and maintain effective working relationships with other employees, departments and the public; communicate effectively both verbally and in writing.

Skills: effective public relations skills.

The Division: The City of Laguna Beach Recreation Division provides creative programs and diverse services to promote an active lifestyle, enhance the quality of life, and build a sense of community for residents and visitors of all ages. The Division is located in the Community and Susi Q Center at 380 Third Street. Recreation staff assist with class registration, wedding permits, photo permits, alcohol permits, and answer any questions about parks, recreation, and community programs.
