SUMMARY DESCRIPTION

This position was previously filled through an internal promotion, and after 12 years with the City, we wish staff the best of luck as they pursue other opportunities. The Aquatics Supervisor will oversee the City's' aquatics programs and facilities for the Parks & Recreation Department. You will be a key voice to engage the San Marcos community to promote the events and offerings of the Parks & Recreation department. REPRESENTATIVE DUTIES
The Recreation Supervisor II - Aquatics Position:
With over 290 acres of park land for you to recreate in, San Marcos really lives up to its nickname "San Parkos". With our 37 parks, 2 aquatic facilities and 3 recreation centers San Marcos is the perfect destination/location for community gatherings, outdoor sports, or a family picnic. The City's extensive and growing 73 mile trail network is great for hiking, biking, running and equestrian use. The Parks & Recreation Department strives to provide the best recreation, programs and events in all of North County. The Recreation Supervisor II Aquatics is a valuable resource in the organization that provides robust aquatics programming in addition to providing guidance to commission and boards as well as facilitating special events.
The ideal candidate will have a Bachelor's Degree from an accredited college or university with major course work in recreation administration, physical education, or a closely related field coupled with three years of responsible experience in recreation-related programs, preferably full-time in a municipal setting. Additionally, this candidate will need to have strong internal and external customer service skills while interacting with colleagues throughout the City and in all interactions with members of the community.
The Recreation Supervisor II Aquatics should have a strong working knowledge of facilitating aquatics programs, including all elements of pool operations. Our ideal candidate likes to mentor and grow part time staff, pays attention to the details, is a creative problem solver and is a team player who is motivated, adaptable and able to work independently. Successful candidates will possess an ability to work effectively in a busy environment within the "fun" department while maintaining a positive professional attitude.
The summer months will prove to be heavily focused on community aquatics programming and will require a significant amount of on deck time in ensuring that the programming at our two aquatics facilities (Woodland Park Pool and Las Posas Pool) are running in tip top shape. During our aquatics downtime, this position will be focusing on supporting Parks and Recreation events, marketing and community involvement.
While no two days are the same and there is not a typical day in the role of the Recreation Supervisor, the position could likely be called on for the following areas of responsibility at a moment's notice:
  • Role model lifeguard skills and safety practices for part-time staff.
  • Serve as the facilitator for pool rental agreements with the public and aquatic organizations.
  • Input classes into Active.net and schedules into When To Work.
  • Conduct analysis and research to track and monitor staff hours and prepare recommendations to the Parks & Recreation Director.
  • Prepare agenda's and serve as the staff liaison for Commissions or Boards that support the Department.
  • Develop communication materials and responses for the community.
  • Steer the production process for the department's Recreation Guide.
  • Create ad-hoc citizen's committees to cull community support to help drive park projects.
  • Recruit, hire, train and schedule aquatics staff for seasonal and year round programming.
  • Create and schedule social media to engage the community for particular programs and events.
  • Dive into new projects involving park signage, promotional videos, ribbon cutting ceremonies, department wide team trainings... the possibilities are endless!

EDUCATION AND EXPERIENCE
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A Bachelor's degree is desirable, but it's not required if candidate possess work experience that demonstrate ability to successfully perform the job. A typical way to obtain the knowledge and abilities would be:
Education/Training
A Bachelor's degree from an accredited college or university with major course work in recreation administration, physical education, or a closely related field.
Experience
Three years of responsible experience in recreation-related programs, preferably full-time in a municipal setting.
Special Requirements
Aquatics Supervisor must obtain WSIT, LGTI, WSI, LGT, CPR, CPO, TITLE 22 First Aid for Public Personnel, American Red Cross Administering Emergency Oxygen Certificate, and Bloodborne Pathogens - Preventing Disease Transmission Certification within three months of hire.
Holidays - The City observes thirteen (13) paid holidays that include ten (10) specifically designated days and three (3) floating holidays.
Vacation Leave - A new employee will accrue eighty (80) hours of vacation per calendar year for the first five years of service (one hundred, twenty (120) hours for years five through ten, one hundred, sixty (160) hours for years eleven through fifteen and two hundred (200) hours after fifteen years). Vacation accrual begins immediately; however, a new employee is not eligible to take vacation leave until the completion of six (6) months of service with the City.
Sick Leave - A new employee will earn ninety-six (96) hours of sick leave each year.
Bereavement Leave - Employees are eligible to use up to 40 hours of bereavement leave per fiscal year.
Group Health Insurance Program - A new employee will become a member of one of the City's group health plans (Aetna HMO, Aetna AVN HMO, Aetna PPO, or Kaiser HMO) effective the first day of the month following their date of hire. Per current MOU the City will pay 90% of the health care premium and employees will pick up 10% of the premiums of the plan they select.
Voluntary Dental/Vision Insurance Programs - The City offers two voluntary dental insurance programs, an HMO program and a PPO Program, as well as a voluntary vision insurance program.
Section 125 Flexible Spending Account - All employees are eligible to participate in the City's Section 125 Flexible Spending Account plan administered by Benefit Coordinators Corporation (BCC). This is an IRS-approved plan which enables you to have withheld from your paycheck an amount to cover eligible dependent care, and certain eligible medical expenses without being subject to federal income or social security tax on the income used to pay for these benefits.
Retirement - The City participates in both the Social Security (FICA) and the California Public Employees' Retirement Systems (CalPERS). The City currently contracts with CalPERS for the 2% at 55 benefit formula, Post-Retirement Survivor Allowance, and 3 year average final pay for CLASSIC members and 2% at 62, Post-Retirement Survivor Allowance, and 3 year average final pay for PEPRA (new) members. Employees will contribute 7% or 6.5% towards CalPERS, depending whether a classic or new member
Retiree Health Savings (RHS) - All employees participate in a Retiree Health Savings plan through the ICMA Retirement Corporation.
Additional Benefits- The City offers additional benefits such as short and long-term disability, group life insurance, accidental death and dismemberment insurance, employee benefit allocation program and workers' compensation insurance.
