The Department
The Parks and Recreation Department oversees Parks and Programs, REACH, Senior Services, Contract Classes, Media and Communications, Special Events, Transportation, and the Pico Rivera Golf Course.
The amenities provided by the Parks and Recreation Department are enjoyed by thousands of people every year. The amenities include 100 acres of parks and open spaces, swimming pool, athletic fields, walking paths, Senior Center, and batting cages.
The Position
The Supervisor will administer, lead, oversee and perform a variety of complex administrative or maintenance functions related to building services, outreach, recreation and revenue programs and services; supervise work of regular City, hourly or volunteer personnel engaged in providing related programs and services.
City Hall is open Monday through Thursday, 7:30 AM to 5:00 PM. Employees work a 4/10 schedule. Hours for this position are Monday through Thursday, 7:30 AM to 6:00 PM (revised 11/01/2023). This position will be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department.
Essential Duties
The ideal candidate will have the ability to perform the following essential tasks and duties:
  • Plan and organize all city-wide special events such as 4th of July, summer Street Fest, Fiesta Patrias, Eggstravaganza, Movies under the Stars, etc.; contract musical talent, bands, manage insurance, contracts and all aspects of paperwork associated with stage production.
  • Plan and organize all areas of programming associated with Veteran Services. Will work closely with Senior Services Supervisor and County VSO officer to ensure all aspects of veteran services as marketed and handled properly.
  • Responsible for Memorial Day Event, Veterans Day event and overseeing the security and work orders for the City's eternal flame monument.
  • Oversee all work orders and facility permits, requests and maintenance requests for Pico Park facility.
  • Responsible for managing all permits and planning for the City Farmers market contract.
  • Liaison to the Veterans Commission - held quarterly.
  • City Liaison with the Chamber of Commerce.
  • City Liaison with the Christmas Basket Committee and Women's Club.
  • Explain and interpret department practices, work procedures, and safety regulations that employees are expected to meet within the work unit or department.
  • Check work and services provided by personnel for adherence with City, department and program requirements and standards and provide suggestions for improvement.
  • Draft and assist in the presentations of performance evaluations.
  • Document and discuss work problems that might lead to further counseling or disciplinary actions.
  • Monitor program expenditures and report funds available under specific accounts.
  • Prepare program and project status reports.
  • Research, prepare and present oral and written reports.
  • May represent the City or department at meetings, seminars, workshops and conferences.
  • Research department practices, codes and regulations to interpret policies and procedures.
  • Organize, coordinate and schedule service requests, projects, staff assignments, and/or programs involving department personnel.
  • Lay out tasks and demonstrate proper applications of tools, equipment and/or software.
  • Conduct needs assessments for special programs and services.
  • Monitor program expenditures and report funds available under specific accounts.
  • Interview and assist in the selection of maintenance or program staff, temporary and regular office personnel, hourly or other volunteer personnel.
  • Oversee, train, and supervise staff.
  • Organize, coordinate and schedule job sites, projects, staff assignments and/or programs.
  • Check work and services provided by vendors/contractors for adherence with City contract, department and program requirements and standards.
  • Provide oral and written information to supervisory and/or managerial personnel related to employee performance.
  • Perform related duties as assigned.

Ability to manage capital improvement projects is desirable.
Education and Experience:
  • A high school diploma or G.E.D. certificate; supervisory and managerial training.
  • College coursework/extension classes; Bachelor's degree in Public Administration or a related field is desired.
  • Five (5) years of related program planning and coordination experience related to duties; two (2) years of supervisory experience; leadership experience; public contact experience.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
Physical Requirements:
Ability to operate a variety of automated office machines, including a calculator, copier, personal computer and applicable software programs; coordinate eyes, hands, feet and limbs in performing slightly skilled movements, such as data entry; exert light physical effort in sedentary to light work, typically involving lifting, carrying, pushing and pulling, sitting, and/or walking; maneuver and steer equipment and machinery requiring simple, but continuous adjustments, such as the operation of an automobile.
Supervisorial Responsibilities:
Ability to assign, review, plan, and coordinate the work of other employees; provide instruction and guidance to staff; approve the transfer, promotion, salary increase, discipline or discharge of staff; assess the work of employees and write performance appraisals; promote staff development and motivation; oversee a program for orientation and training of all department employees; analyze problems that arise in the areas under supervision and recommend solutions. Licenses and Certifications
  • A valid Class C California Driver's License or ability to obtain a Class C California Driver's license within 10 days of hire, and a safe driving record throughout the course of employment. City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program.
  • Proof of car insurance (to be eligible for mileage reimbursement based on the IRS issued rates).
  • Candidates must possess, within 30 days of hire, a current American Red Cross (ARC) or American Heart Association (AHA) Infant/Child/Adult CPR, Automatic External Defibrillator (AED), and Community First Aid and Safety certification. Online certifications not acceptable.

Oral Interview Examination: Will evaluate the candidates' experience, training, education, and abilities in relation to those factors which are essential for successful performance on the job.
