Location: One of two positions will be assigned to the Pool Area.

DEFINITION:
Under direction, plans, organizes and coordinates assigned city Recreation Programs; supervises recreational staff and community volunteers; enforces the municipal code and park/facility rules, performs other work as required.
Examples of Duties
DISTINGUISHING CHARACTERISTICS:
This classification is responsible for assessing city recreational needs for a variety of city groups. Following a needs evaluation and considering resources available, incumbents of this classification plan organize and coordinate recreational programs and activities. Successful performance of the work requires the frequent use of tact, discretion, and independent judgment, knowledge of departmental and City activities, and extensive staff, public, and organizational contact. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the department.
EXAMPLE OF DUTIES:
  • Assesses recreational needs for various segments of the community and develops programs to meet each group's unique needs.
  • Plans, organizes and coordinates recreational programs such as athletics, arts, crafts, cultural, events, and field trips.
  • Recruits and trains community volunteers to assist in the various recreational programs.
  • Prepares publicity brochures and announcements for programs and events.
  • May provide staff assistance to an assigned Commission or advisory board including agenda preparation and program participation reports.
  • Supervises & trains recreational staff and volunteers assigned to specific programs.
  • Oversees activities of the City's multi-use facilities and parks.
  • Seeks voluntary compliance of facility rules and regulations, including the municipal code, and issues citations if necessary.
  • Uses radios and other communication equipment.
  • Maintains open communications with community groups, program participants and other city departments.
  • Receives and evaluates citizen complaints and suggestions and takes appropriate action.
  • Participates in events or programs as required.
  • Maintains participation records and sign in sheets at program sites
  • Writes letters, memoranda and prepares reports.
  • Documents and reports injuries and / or accidents that occur at the assigned facility.
  • Performs other duties as assigned.

Typical Qualifications
Any combination of training and experience, which is likely to provide the required knowledge and abilities, would be acceptable for employment. A typical background would be:
EDUCATION
Equivalent to graduation from an accredited Four Year College or University including or supplemented by courses in recreation administration or a closely related field.
EXPERIENCE
Two years of experience in professional recreation work or directing group recreational activities.
LICENSE/CERTIFICATES REQUIRED:
Possession of a valid California Driver's license.
Possession of First Aid and CPR Certificate required.
SPECIAL INFORMATION:
Due to the nature of the work performed, incumbents are required to work evenings, weekends, and holidays as necessary.

  • Recruit and train community volunteers
  • Train and supervise staff
  • Tactfully interact with community groups, residents, and representatives of other agencies
  • Publicize programs utilizing media sources and through personal public speaking engagements
  • Prepare reports and maintain records
  • Issue administrative citations and document injuries and accidents
  • Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work

EMPLOYMENT INFORMATION:

The City of Seaside offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision, life and long-term disability insurance.
Special Pay:
1. Longevity Pay Program: A 2.5% salary increase will be provided after 8 years of service and 15 or more shall receive an additional 2.5% (total of 5%) with the City of Seaside.
2. Spanish Bilingual Pay Program: Designated employees can earn up to a 5% salary adjustment for using Spanish in the course of their work (written and/or oral communication).
Health and Welfare Benefits:
1. Blue Shield PPO Medical Insurance Plans:
Three Plans available
2. Guardian Dental Insurance:
Calendar Year Deductible (waived for preventive services): $50 per person;
Co-Payment for Preventive, Basic, and Major Services using Plan Provider: 20%;
Co-Payment for Orthodontic using Plan Provider: 50%;
Annual Limit for Preventive, Basic, and Major Services: $1,500;
Lifetime Limit for Orthodontic Services: $1,500
3. Vision Service Plan:
Co-Payment for Annual Exams (with Plan Provider): $10
Co-Payment for Bi-Annual Lenses & Frames: $25
Maximum Benefit for lenses, frames, and contact lenses: $130
4. Long Term Disability Plan: After 90 day elimination period, plan pays 67% of salary to a maximum of $9,000 per month. City and employee split premium 50/50.
5. Life Insurance: $50,000 term life insurance policy (City paid).
Retirement Benefits:
California Public Employees' Retirement System: The plan you are enrolled in is based on the Public Employees Pension Reform Act of 2013 (PEPRA).
1. "Classic" PERS Members:
  • Plan: 2% @ 55
  • Employee Contribution Rate: 7% (Pre-Tax)
  • Retirement based on single highest year

2. New PERS Members:
  • Plan: 2% @ 62
  • Employee Contribution: 6.25% (may be adjusted annually - required to be 50% of Normal Cost as determined by CalPERS)

3. Deferred Compensation Matching Program (IRS 457 Plan): The City of Seaside will match employee's contribution up to $50 per month.
Paid Time Off:
1. Vacation Time: Employees earn between 10 and 22 days of vacation annually depending on years of service.
2. Sick Leave: Employees accrue 8 hours of sick leave per month.
3. Holidays: The City recognizes 12 paid holidays annually. In addition, members shall receive 2 floating holidays (16 hours). Initial floating holiday accrual for newly hired employees shall be prorated in accodance to the MOU schedule.
Continuing Education:
1. Tuition Reimbursement: Up to $3,000 per fiscal year for qualifying course work.
2. Educational Incentive Pay: Up to 6% for qualifying degree programs and continuing education.
