Location: 315 Court Street, Clearwater, FL 33756
Schedule: Opportunity to work one day remote after training
This is a high-level clerical position that has heavy contact with the public. An employee in this class reviews and processes permit applications, official records, board minutes, and/or legal documents in accordance with Florida Statutes, rules, and regulations. Considerable independent judgment is required at this level within the parameters of departmental guidelines, policies, and procedures.

Essential Job Functions
  • Prepares final review of board documents; cross-reference and index Board meeting records (documents, transcripts, and minutes) in the Documentum and Granicus (Legistar) systems.
  • Prepares documents for imaging and electronic archiving.
  • Prepares advertisements for public hearings and notices.
  • Processes paperwork for petitions to vacate.
  • Transmits county ordinances to the Department of State.
  • Enters fees collected into the OPUS and Accela systems.
  • Assists in the Value Adjustment Board process and the use of the related Axia software.
  • Performs related work as assigned or required.

Position Specific Requirements
  • 3 years clerical experience; or
  • Associate's degree and 1 year experience as described above.
  • Bachelor's degree or higher-level degree.
  • An equivalent combination of education, training, and/or experience.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable
  • Possess knowledge skills for preparing advertisements for public hearings and notices; processing paperwork for assessments and petitions to vacate.
  • Have the ability and skill to process and issue dock, dredge and fill, and home solicitation permits.
  • Possess skills to assist in the Value Adjustment Board process and the use of the related AXIA software.
  • Knowledge and skills in the use of MS Word and Excel.

Knowledge, Skills, and Abilities
  • Knowledge of Florida Statutes, departmental procedures, and other legal authorities pertinent to the area of assignment.
  • Knowledge of the principles of cashiering, governmental accounting, and recordkeeping procedures.
  • Knowledge of legal terminology, grammar, spelling, math, and ability to follow oral and written instructions.
  • Knowledge of automated office procedures and practices.
  • Ability to provide information correctly and concisely, both orally and in writing.
  • Ability to deal with the public effectively and courteously.

Physical/Mental Demands
This work requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on a transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over the telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas using the spoken word, including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
