Job description

Summary
This position is located in the Executive Office of the President, Office of the National Cyber Director (ONCD). The incumbent directs the Records Management program. The incumbent will be responsible for developing and coordinating the approval, dissemination, and implementation of all records management policies and procedures that are needed as ONCD increasingly adopts digital information and record formats in the performance of its work.

Duties
As a Record and Information Management Specialist, GS-0308-14, your typical work assignments may include the following:
  • Serves as ONCD's technical expert on electronic and non-electronic ONCD records management issues.
  • Advises senior leaders, the NCD, and the ONCD Office of the General Counsel on adequacy of documentation and creation and management of agency records, keeping senior management informed on current and projected operational requirements, issues, legislative, and regulatory matters.
  • Formulates, coordinates, and oversees the implementation of, and compliance with, ONCD policy and guidance for record-keeping in accordance with the Executive Office of the President's (EOP's) Office of Administration records management program.
  • Coordinates with ONCD program managers and records liaisons to ensure records creation, maintenance, use, and disposition are in accordance with this guidance and the Federal Records Act.
  • Ensures that ONCD personnel are kept current about records management principles and requirements through a focused communication and training plan, and that they receive records management training appropriate to their needs

Qualifications
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-14 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-building a records management system for a federal agency in compliance with federal laws, rules and regulations for federal records; 2-training all levels of employees on record management requirements; and 3-demonstrating knowledge of federal records requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
