Rail Safety Lead, Decatur Complex - Decatur, IL

Position Summary:
As the Rail Safety Lead, you'll be at the forefront of leading change. Your role will be to own the implementation and sustainability of railroading safety efforts in the Decatur Complex. You'll leverage technical and regulatory knowledge including OSHA, FRA and AAR regulations to engage our diverse workforce, ranging from frontline teammates to campus leaders.
This role will be based at a facility in the Decatur Complex with the expectation to own and lead railroad safety activities throughout the Complex. This is a dual reporting role with a reporting structure to both the Director of Decatur Operations and the Complex H&S Manager.
The Decatur Complex, located in Decatur, IL, consists of 6 processing plants, onsite cogeneration and water treatment facilities, and employs ~1500 plant operations colleagues and an additional ~1000 contractors. The Complex has approximately 50 miles of track and operates rail loading departments at 6 of the 7 facilities. Additionally, the Complex operates a company owned rail yard located adjacent to the Complex that is responsible for inbound and outbound logistics. The Complex is served by two Class 2 Railroads, the Norfolk Southern (NS) and the Canadian National (CN) and has an partnership with Railserve for internal switching.

Position Responsibilities:
- Establish a safety culture across the Complex based on reviewing and meeting goals.
- Own and maintain a Rail Safety Y-Chart, Deployment Plan and Project Hopper/Tracker.
- Develop, implement and manage preventative maintenance on rail infrastructure such as switches, clearance markers, signals and lighting.
- Conduct monthly track inspections and ensure findings are followed up on promptly.
- Investigation of safety incidents, near misses and derailments in the Complex.
- Engage plant leadership to implement Rail Safety policies throughout the Complex.
- Participate in Logistics department Review and Response meetings.
- Lead the Decatur ComplexRail Safety Committee.
- Lead and coach Plant Logistics Managers to ensure local compliance with Rail Safety policies and procedures.
- Collaborate with the Rail Maintenance Team to conduct audits on maintenance activities related to rail infrastructure.
- Develop and maintain a site master plan that includes mapping of Complex tracks, inventory and location of derails, switches, and clearance markers.
- Manage existing rail infrastructure and provide recommendations on improvements including standardization of safety equipment such as derails and clearance markers, as well as additional signaling devices.
- Conduct audits on switching operations in the Complex to ensure the safe movement of railcars.
- Research new railroading technology and evaluate for implementation.
- Work directly with our 3rd party rail service provider to ensure contractors working in the Complex are adhering to ADM policies and procedures.
- Review site specific appendices for compliance with the Rail Safety Program. Own the change in any program gaps for specific plants.
- Drive Continuous Improvement by participating in Performance Excellence.
- Bachelor's Degree preferred, extensive rail industry experience required.
- OSHA, FRA and AAR knowledge.
- Effective oral and written communication skills, including public presentation ability
- Strong computer skills including Microsoft Office and the ability to quickly learn and utilize other standardized systems.
- Proven ability to work effectively and enthusiastically on a team.
- Proven ability to recognize hazards, assess risk and recommend controls.
- The position requires the ability to work in a variety of environments: office environment and varying indoor and outdoor environments to include extreme heat and cold.
- The position requires the ability to traverse up to two (2) miles during the course of a work day.
