Note: Starting pay rates are ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity. New employees typically start in the lower half of range, but experts in their field may be considered for starting pay rates in the top half of the range.

Summary
The primary purpose of this position is to audit the performance accuracy and productivity of staff. Troubleshoots data management software problems, tests and implements software updates, patches and new release versions. The position is also responsible for providing direct technical leadership and expertise to the department team.
All activities must support the Minneapolis Public Housing Authority's ('MPHA' or 'Authority') mission, vision and values.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
  • Audits, tracks, and reports on program participant files to ensure accuracy of PIC submissions with respect to compliance of HUD and department policies and procedures.
  • Responds to staff issues with Yardi Software, troubleshoots problems, and recommends software modifications. Coordinates activities related to testing and interfacing of patches and upgrades and performs testing of patches and upgrades. Develops and maintains a tracking system to document staff's application problems. Tests applications from staff's perspective. Develops work instructions and procedural documentation relevant to Yardi Software and MPHA Housing Programs. Ensures and maintains data integrity of Yardi Software by identifying and tracking errors, omissions, and misuse, and documents findings.
  • Provides one-on-one training to new technicians and group training to seasoned technicians to ensure they understand the complexity and the necessity of regulations. Establishes staff improvement targets and provides results to Department Head. Conducts regularly scheduled meetings with Technician Staff to reconcile participant file errors.
  • Responds to staff issues, acting as a department contact with outside agencies & vendors to rectify issues that arise that may delay the processing of applications.
  • Manages the operations of HUD PIC Reporting System and the Form-50058 Module and Sub-modules to ensure HCV (or LIPH) Program is consistently and accurately reporting at HUD's threshold of 95% or greater. Monitors and corrects 50058 Error Reports and provides supervisors with an account of the errors for staff correction. Collaborates with HUD's PIC Coach to assess and resolve PIC reporting discrepancies. Communicates with MTCS/PIC Forums, other Housing Authorities, and various sources to remain current with HUD and PIC updates. Serves as the HCV Enterprise Income Verification Coordinator (EIV).
  • Monitors program participant compliance using income-reporting requirements (EIV); coordinates repayment collection efforts with Finance and Accounting Department's assistance.
  • Participates in the development and implementation of department policies, procedures, workflow, forms, and checklists, including revisions to Authority policy, owner manuals, and participant handbooks. Analyzes and applies HUD's Code of Federal Regulations and PIH notices to ensure that staff, families, and owners understand and comply with the rules and to assure that the interests of program participants are served and that our agency is protected.
  • Responds to staff issues with department software, troubleshoots problems, and recommends software modifications. Coordinates activities related to testing and interfacing of patches and upgrades and performs testing of patches and upgrades. Develops and maintains tracking system to document staff's application problems. Tests applications from staff's perspective. Assesses and communicates with vendor regarding any problems that cannot be resolved on-site. Develops work instructions and procedural documentation relevant to the software and HCV or LIPH Program. Ensures and maintains data integrity of software by identifying and tracking errors, omissions, and misuse, and documents findings.
  • Creates ad hoc reports, tracks department key performance indicators, and formulates demographic information describing current occupancy of resident communities to Senior Management, HUD, public agencies, housing advocates, and the general public, as requested by leadership.
  • Assists department leadership with special assignments as requested.
  • Manages, tracks, and determines eligibility for the Minimum Rent Hardship request for LIPH.
  • Performs other related duties as assigned.

Work Environment
This position includes an option for a voluntary hybrid telecommuting arrangement, following successful completion of the initial training program and in coordination with the supervisor. This option will be discussed during the interview process. Please note that hybrid telework arrangements are only an option when the telework location is in the State of Minnesota.

Experience and Skills
Education and/or Experience
Associate degree and a minimum of two (2) years of experience developing and interpreting policies, procedures, and goals related to low-income housing programs. Experience auditing staff performance and housing software/technology preferred. An equivalent combination of education and experience may be considered.
Must possess or have the ability to obtain a certification in HCV Quality Control and Audit Tools or LIPH rent calculation upon employment.
Some positions may require possession of a valid driver's license and the ability to be insurable under the Authority's automobile insurance plan at the standard rate.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
