Job description

The background Investigations Section within the department of Public Safety is responsible of completing background checks for all sworn and civilian hiring for the Division of Police. This section includes the Polygraph unit and Background Investigations unit.
This position, Public Safety Manager (PSM), will supervise and lead this unit and must ensure Background investigations and polygraphs are conducted in accordance with the Section SOP, Division Directives, and applicable Federal, State, and Local Laws, Administrative Regulations, and Civil Service Rules and guidelines.

For any position within the Division of Police, the hiring process will also include the completion of an extensive personal history questionnaire and a polygraph examination. Under general direction, is responsible for coordinating, planning, managing, and evaluating the functions, supervisors, and staff of a specialized Public Safety section; performs related duties as required.
(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)
Oversees and coordinates the background investigation process for the selection of individuals to serve in sworn positions;
Oversees and coordinates the development and implementation of staff training programs;
Oversees and coordinates the supervisors of records, identification, latent print, photo lab, print shop, validations, telephone reporting, and AFIS Units;
Meets with administration and sworn personnel in other units to ensure that specialized Public Safety unit(s) are providing adequate support and addressing the departmental and/or division needs;
Oversees the development and implementation of policies and procedures for the proper and lawful creation, retention, retrieval, dissemination, and handling of records, in order to ensure the safety of sensitive, confidential, and protected personal information;
Reviews and updates standard operating procedures; develops and implements administrative policies and procedures for a specialized Public Safety section;
Acts as a resource to subordinate supervisors to assist with discipline problems, responding to grievances, and developing workplace remedies to address grievances;
Oversees the development and implementation of efficient work methods, workload priorities, and operations regarding requests for services;
Manages personnel staffing to ensure that requirements for minimum staffing levels are met;
Prepares statistical and narrative reports; prepares informational memorandums and written recommendations;
Resolves procedural, operational, and other work-related problems;
Prepares budget proposals for the areas of responsibility; tracks and monitors budget expenditures including overtime expenses;
Remains abreast of new developments and technological enhancements related to a specialized Public Safety function;
Communicates with the general public, civilian employees, sworn administration, attorneys, public officials, and community representatives regarding a specialized Public Safety function.

Possession of a bachelor's degree and five (5) years' experience performing duties assigned to a specialized Public Safety unit, including at least two (2) years of supervisory experience. Substitution(s): Additional experience as stated may be substituted for the required education on a year-for-year basis.

Some positions may require possession of LEADS/BCI certification prior to completion of the probationary period.

Possession of a valid driver's license.
