Public Health is offering a unique opportunity to be a member of the Compliance HIT, and Epic Support Services Section within Public Health's Finance and Administrative Services Division. The Public Records Officer(Project/Program Manager III) is a key position that manages compliance with the Public Records Act. The Public Records Officer is responsible for managing the Public Records request function for Public Health, serving as the point of contact for all public record requests, coordinating responses for requests, and ensuring production of requested records are consistent with established countywide policies and guidelines as well as state and federal laws. This position supports implementation and ongoing technical expertise for the electronic records management system management of email and electronic records in the department.
The Public Records Officer will provide leadership to incorporate principles of equity and social justice; represent the Department of Public Health to other departments and agencies; and oversee the complex operations of Public Records Compliance across the Public Health Department. This is a unique opportunity to provide leadership to the organization, daily support to the critical services provided by Public Health, and to continually improve practice and efficiencies across the Public Health Department.
Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is or Special Duty currently anticipated to last six (6) months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.
This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule
The workload and hours for this position vary, but are generally Monday through Friday, 8:00 am to 5:00 pm. This position also must be able to work twenty-four hours a day seven days a week as directed by management, including on-call and after-hours support. This position is Exempt from the Fair Labor Standards Act.
Work Location
The work performed in this position will be performed predominantly via telecommuting, with occasional onsite work required. The selected may be asked to work onsite for in-person inspections and customer-facilitation processes. The base for this position is the Chinook Building, located at 401 5th Ave in Seattle.
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.1. Public Records Requests

  • Manage and oversee Public Health's public disclosure requests under Washington State Public Records Act (RCW 42.56).
  • Identify and coordinate production of Public Records to meet legal deadlines.
  • Communicate and meet with record custodians and requestors to facilitate responses.
  • Coordinate with Public Health divisions and programs and King County departments to ensure all responsive records are identified.
  • Consult with the Prosecuting Attorney's Office on legal issues related to Public Records requests, legal holds, and discovery and litigation.
  • Manage rolling productions.
  • Review responsive records for redactions and withholding exemptions.
  • Maintain log of public record requests for Public Health - Seattle & King County.
  • Develop, implement, and maintain Public Health guidelines for public record requests.
  • Develop and present training on the Public Records Act and Records Management to Public Health staff to ensure program compliance.
  • Serve as technical expert for complex research and analysis related to Public Records requests.
  • Serve as Public Health liaison with other King County departments, including other departmental Public Records programs.

2. Union Requests for Information

  • Act as a liaison between Public Health Human Resources and King County Office of Labor Relations to produce information requests under Public Employees' Collective Bargaining (RCW 41.56).
  • Review production for sensitive and confidential information and provide necessary redactions.

3. Electronic Records Management and Microsoft Office 365

  • Coordinate implementation of the electronic records management system in Public Health, including developing an implementation timeline, and working with divisions to identify subject matter experts.
  • Lead the deparement in creating and maintaining active retention schedules for management and retention of records.
  • Work with Archives, Records Management and Mail Services to identify and resolve technical issues for department users of Content Manager. Ensure staff in Public Health are trained and have access to Content Manager for email and electronic records.
  • Monitor staff usage and filing into the system, ensuring staff in Public Health are reviewing and filing records for retention and indexing.
  • Act as subject matter expert in Microsoft Office 365 implementation team for Public Health.
Experience, Qualifications, Knowledge, Skills
Our ideal candidate will demonstrate the following (Minimum):
  • Demonstrated ability to perform or demonstrated knowledge of public disclosures for a public agency, including knowledge of exemptions, withholding logs and King County tracking system.
  • Demonstrated knowledge of Public Records regulations, including RCW 42.56.
  • Demonstrated knowledge of Equity and Social Justice principles, including implementing ESJ principles into work processes and customer interactions.
  • Knowledge of retention periods and dispositions schedules for Public Records.
  • Ability to handle multiple competing priorities, organize and manage workload and make decisions necessary to respond in an expeditious manner.
  • Demonstrated skill in conducting searches in electronic and paper document filing systems.
  • Ability to work with technical staff to access records in electronic formats.
  • Ability to interact effectively and provide excellent customer services to internal and external customers.
  • Demonstrated ability to engage in collaborative teamwork.
  • Demonstrated professional level oral and written communication
  • Knowledge of relevant agencies in county and state government.
  • Knowledge of general government principles and procedures.
  • Demonstrated skill using Word, Outlook, Excel, Access, and Adobe Pro.


The most competitive applicants will have the following experiences and qualifications (Desired, but not required):
  • Demonstrated experience performing the duties of the position
  • Certification as a WAPRO Public Records Officer.
  • Experience in Project/Program management.
  • Experience working in a public agency or healthcare organization setting.
  • Intermediate level skill using Word, Outlook, Excel, Access, and Adobe Pro.
Supplemental Information:
  • Must be able to sit for prolonged periods of time at a desktop.
  • Must be able to work variable shifts twenty-four hours a day seven days a week as directed by management. This work includes on call and after-hours support.
  • Ability to lift, bend, twist and stretch in order to move and retrieve boxes weighing up to 25 pounds.
