Description
This announcement is for a Full-time, Permanent, Non-Supervisory Epidemiologist 3 position.

The Opportunity
The Washington State Department of Health (DOH) invites applications for an Epidemiologist 3 opening within our Prevention and Community Health Division (PCH). The Public Health Informatician (EPI3) position offers an exciting opportunity to lead transformative Public Health informatics initiatives and improve health outcomes across Washington State.
About the Role
Based in the Office of the Assistant Secretary (OAS) in the PCH Division, the Public Health Informatician will provide expert Public Health informatics knowledge and leadership, liaising with internal and external partners, and supporting division-wide informatics and data initiatives.
Key Responsibilities
Public Health Informatics Leadership
  • Offer advanced-level Public Health informatics knowledge, focusing on health information exchange, data management, analysis, and reporting.
  • Liaise with the DOH Office of Innovation and Technology (OIT) and Center for Data Science (OHS) for awareness of state and federal regulations impacting Public Health data.
  • Collaborate on strategic planning for informatics and Public Health information system innovation.
  • Contribute to the development of multi-use analytic data repositories and self-service analytics tools for Public Health scientists.
  • Provide expert training and consultative support on Public Health informatics systems.

System Design and Improvement
  • Lead the design, development, and improvement of Public Health information systems.
  • Coordinate with PCH staff and external partners on data exchange and system development.
  • Oversee the documentation and management of information system development processes.

Data Quality and Workflow Improvement
  • Enhance data quality and workflows, including data mining, extraction, and transformation.
  • Develop and design data products and workflows using advanced technologies and programming languages JavaScript, MS-SQL, R, Python, or SAS.

Knowledge Dissemination
  • Share findings and processes through presentations, reports, and data-sharing platforms.
  • Engage in teaching and training health professionals and provide insights to a variety of audiences.

Work Location and Flexibility
Hybrid or Fully Remote, Duty Station in Tumwater, WA: Offering the flexibility to work remotely full-time or opt for a hybrid schedule. Our Tumwater office provides modern workspaces for those who prefer occasional in-person collaboration, with no mandatory on-site requirements. The Ideal Candidate:
Is a subject matter expert in Public Health informatics providing a high-level of technical expertise. Serve as consultant to executive management developing/analyzing policies, and procedures to health data system solutions, implementing long-range strategic plans, formulating goals and objectives. Incumbent leads medium to large complex projects or studies, providing counsel and assisting in the implementation of a variety of complex processes involving informatics or data science, and are responsible for communication, and stakeholder engagement for assigned projects.

  • Option 1: Bachelor's or higher degree in Health Informatics, Public Health, Computer Science, or closely related field; AND six (6) years of professional experience in a healthcare or Public Health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management and implementing data and information standards.

OR
  • Option 2: Master's degree or higher in Health Informatics, Public Health, Computer Science, or closely related field; AND four (4) years of professional experience in a healthcare or Public Health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management and implementing data and information standards.

OR
  • Option 3: Doctoral-level degree such as PhD of Informatics, Doctor of Public Health (Dr.PH.), Doctor of Health Science (D.H.Sc.), Ph.D. Management Information Systems and Technology, Ph.D Computer Science or closely related field AND two (2) years of experience doing senior-level Public Health informatics work.

OR
  • Option 4: Eight (8) years of professional experience in a healthcare or Public Health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations and senior-level Public Health informatics work.

AND
Professional Experience must include the following:
  • Experience with Public Health systems, disease surveillance, healthcare informatics/surveillance systems and epidemiologic practices.
  • Experience implementing strategies for achieving effective data acquisition, management, quality, storage, use, and application to address clinical care and population health needs.
  • Experience with data communications security and privacy techniques; legal and ethical issues regarding confidentiality and use of individually identifiable Public Health and medical record data.

Desired Qualifications (A plus if you have any of the following)
  • Additional years of professional experience in Public Health practice or in a healthcare setting, with health informatics or program responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, complex data cleaning and analysis projects, and implementing data and information standards.

Demonstrated experience with:
  • Maintenance and enhancement of a Public Health information system
  • Working with the Rhapsody integration engine
  • Health Level 7 (HL7) standards such as ELR, v2, eICR, CCD, etc.
  • Relational database management including writing Structured Query Language (SQL) queries.
  • Computer programming and statistical analysis languages such as Python, JavaScript, SAS, and R.

Knowledge of:
  • Public health, disease surveillance, healthcare informatics/surveillance systems and epidemiologic practices
  • Health information vocabularies and data standards (e.g. HL7, ICD, LOINC and SNOMED codes)
  • Data modeling and the design of data systems
  • Information technology project management practices including Agile.
  • Business and/or technical requirement documentation for information system development and enhancement.
  • Electronic health records (EHRs)

Skills and abilities to:
  • Perform statistical analyses, data cleaning, data wrangling, and similar tasks using R or SAS.
  • Provide technical assistance to achieve statewide program goals and objectives, health information exchange, data linking and system integration.
  • Engage with diverse audiences and community partners to assess information needs; and collaborate across agencies and programs to meet shared goals.
  • Develop instruments and methodologies for an integrated Public Health surveillance system such as aberration detection algorithms, data mining programs, and for matching and duplication of individual records when integrating different databases.
  • Leverage visualization and BI reporting tools such as Power BI.
