This position within the Quality and Evaluation Unit is the recognized statewide quality management and assurance resource responsible for providing support to the Ryan White Part B and D Programs, and the Michigan AIDS Drug Assistance Program in the development of prospective and retrospective quality management and assurance processes and plans for the Bureau of HIV and STI Programs (BHSP). This position will maintain the State of Michigan MDHHS Integrated Ryan White Parts B and D Quality Management Plan and is responsible for annual updates. This position is responsible for working with subrecipient Ryan White Part B and D agencies to provide training and technical assistance on quality management and quality assurance. In addition, they coordinate all efforts related to the State of Michigan MDHHS BHSP Quality Management Committee. The Quality and Evaluation Unit oversees evaluation and quality management efforts for BHSP. The BHSP operates in an integrated organizational structure that supports active collaboration between HIV and STI care, prevention, and surveillance.
The Ryan White HIV/AIDS Program provides a comprehensive system of care that includes medical care and support services for people with HIV who are uninsured or underinsured. The program works with cities, states, and local community-based organizations to provide HIV care and treatment services to more than half a million people each year. It is administered by the U.S. Department of Health and Human Services, Health Resources and Services Administration, HIV/AIDS Bureau.

Required Education and Experience
Education
Possession of a master's degree in Public Health, health communication, health policy or a Public Health-related field such as nursing, epidemiology, health education, health economics, dietetics/nutrition management, genetics, or speech and audiology; a master's degree in social work; master's degree in counseling; master's degree in special education with specialization in blind/visual disabilities; or a master's degree in public or business administration with a health care concentration.

Public Health Consultant 12
Three years of professional, post-master's experience as a consultant in a field of Public Health equivalent to a Public Health Consultant, including one year equivalent to a Public Health Consultant P11.
Additional Requirements and Information
Position Location/Remote Office: The physical location of this position is either in Lansing or Detroit. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.
Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.
Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year's Eve and Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.
