The Public Health Coordinator works on both Public Health ReAccreditation and acts as the Public Health Quality Improvement (QI) Coordinator for Public Health and provides expertise and project management in both areas.
The Public HealthProgram Coordinator provides tailored support to Internal Public Health Teams on QI projects, from education of quality improvement to development and facilitating teams QI improvements reporting.
This position will involve a high level of interaction with a variety of teams and stakeholders and require a deep understanding of PHAB and Quality improvement frameworks within a Public Health context. The position requires a dynamic individual with strong facilitation skills who will collaborate with staff, external partners, and the Division. This person will be a member of the planning team and report to the Public Health Division Director.
GENERAL STATEMENT OF DUTIES
Perform research, planning, design, development, implementation, monitoring and evaluation of complex department or countywide programs, projects or grants. Recommend appropriate courses of action based on extensive evaluation and analysis of respective program effectiveness. Fulfills the primary responsibility of coordinating and monitoring of resources to improve the quality of client services. Incumbents possess backgrounds of specific preparation in the appropriate discipline. Assignments are performed without close supervision.

Supervision is not a responsibility of this classification; however, incumbents in this classification may exercise lead responsibilities over one or more employees engaged in closely related duties.
Typical Duties - Duties include, but are not limited to the following
This position is a member of the Planning team focused on planning, development, and implementation of systems for the Public Health Division.
Public Health Accreditation
  • Serves as the main contact for Public Health Accreditation.
  • Develops and manages a division workplan for reaccreditation maintenance and re-application every five years that includes timelines, responsibilities, and benchmarks or products.
  • Develops and implements the division internal communication plan to engage staff in the accreditation process.
  • Manages the development of required annual progress reports and coordinates submission by Director to the Public Health Accreditation Board (PHAB).
  • Manages and coordinates a document management approach for proposed and selected documentation and uploads documents into e-PHAB.
  • Participates in PHAB e-learning, stays up to date on PHAB requirements, and communicates updates with the division.
  • Facilitates linkage between HHS Strategic Plan, Public Health action plan, workforce development & community health improvement plans.
  • Coordinates the site visit and response to requests for information or documentation as part of the PHAB review process every 5 years.
  • Facilitates development and revision of divisional policies and procedures.
Continuous Quality Improvement
  • Ensures development, implementation and maintenance of a divisional QI plan and action plan informed by the strategic plan; performs QI culture assessment.
  • Facilitates process to periodically assess the division's quality improvement culture.
  • Finds or recommends QI training for Public Health staff.
  • Provides technical assistance to Public Health staff on CQI; collaborates with department QI and data analytics staff for alignment.
  • Coordinates PDCA projects in partnership with executive or program sponsors or champions.
  • Plans and coordinates Public Health Quality Council and Public Health Transformation Team: Schedules and facilitates meetings, develops agendas in consultation with coworkers, and ensures minutes are kept and shared.
Other requirements
  • Participates in required training, meetings, and communications.
  • Communicates effectively in writing, conversation, and presentations, and tailors message to the audience.
  • Participates in department or division committees as appropriate.
  • Ensures plan alignment between core Public Health plans.
  • Supports the division director's vision to align Public Health programs with core Public Health plans.
  • Performs other duties as assigned by your supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING
  • Bachelor's degree in public or business administration, social work or related field; AND
  • Two years of responsible experience in program coordination, planning, development and evaluation; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

  • SPECIAL REQUIREMENTS
    • This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).
    • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.     • Final candidate will be required to pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
    • This assignment is represented by a union.
    • This is a full-time position, which is eligible for overtime.
    • Typical Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m. with flexibility depending upon the needs of the department and program.
    KNOWLEDGE, SKILLS, AND ABILITIES
    Knowledge of methods and techniques of program research, design, development, implementation, monitoring and evaluation; principles and practices of contract monitoring; grant writing techniques; methodologies of program assessment and evaluation; resources available necessary to plan, develop and administer programs in areas of specialty.
    Skill and ability in English usage, spelling, grammar and punctuation; basic mathematics; applying knowledge to the development, implementing and evaluating of programs; setting goals, planning, establishing and implementing procedures; compiling data from various sources, analyzing data, preparing evaluative reports and integrating plans; developing and maintaining productive liaison and contacts with citizen boards, commissions, public and private agencies, department programs and County departments; communicating clearly and concisely, both orally and in writing; effectively analyzing data and results of evaluative research; establishing and maintaining positive working relationships with coworkers and the public.
    PHYSICAL REQUIREMENTS
    Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; lifts, pushes, pulls, and carries up to 5 lbs.; moves carts weighing up to 5 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12-pt. font; hears a normal level of speech.

Temporary employees and part-time regular employees working less than 50% of the regularly scheduled work week are not eligible for benefits.
