Position:Proposal Manager
Position Summary:
Our growing organization is looking for a highly motivated, detail-oriented, self-starter Proposal Manager to join our team in a fast-paced and friendly environment.
The Proposal Manager is responsible for developing, leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to commercial, state, federal, and DoD business opportunities, from pre-RFP to post-submission activities. The ideal candidate is a thought leader, detail-oriented, fosters a positive and responsive team environment, and can quickly adjust to dynamic proposal development schedules and requirements. This position will support multiple projects, simultaneously, to meet or exceed the organization’s short and long-term goals.
Clearance Requirement:Due to the nature of the work performed within our organization, US citizenship is required. Must be able to pass a State and Federal criminal background check. The ability to obtain a DoD secret-level clearance is a plus.
DUTIES AND RESPONSIBILITIES:
- Serve as the main point of contact and subject matter expert for the management, compliance, content development, review, and submission of proposals.
- Collaborate with internal teams and partners to determine author assignments and integrate win strategy, themes, and discriminators to develop winning innovative proposals.
- Collaborate with the Contracts Department regarding teaming actions such as NDAs, TAs, data calls, etc.
- Manage and catalog responses and submissions to RFIs/RFQs/RFPs, and lead and prepare oral presentations and demonstrations.
- Manage the proposal questions and answers (Q&A) phase and process.
- Create proposal management plans and enhance internal proposal development process and structure based on industry standards (e.g., Shipley).
- Create and edit unsolicited proposal documents and white papers through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
- Collaborate with the business development department to create a response strategy that considers the competitive landscape.
- Manage response timelines for proposal efforts and track deliverables internally and externally by developing calendar notifications, setting up meetings, tracking action items, and maintaining artifacts within collaboration environments.
- Develop scalable and reusable proposal compliance matrix.
- Communicate proposal requirements and status to management and department leads.
- Work with the Design/Branding team to develop and catalog relevant graphics for proposals.
- Take ownership of the quality of the proposal for color reviews and final delivery by performing thorough quality assurance checks on draft and final documents.
- Prepare and lead efficient Proposal Kick-off meetings and status calls, ensuring activities adhere to the Proposal Management Plan.
- Ensure the high-quality content and appearance of final proposal deliverables.
- Conduct and document post-proposal submission lessons learned and implement actions to improve process and product quality and efficiency.

Education and Certification Requirements:
- Bachelor’s degree in a related field (desired)
- PMP Training and/or Certification, APMP Foundation Training and/or Certification (desired)
Background and Experience:
Minimum of 5 years of experience in a Proposal Management, Specialist, or similar role.
Required Technical Skills:
- Familiarity with government contracting
- Ability to deliver compliant, professionally produced proposals within customer-agreed-upon timeframes
- Coordinate and edit proposal input
- Expert knowledge in technical writing, documentation guidelines, and compliance
- Strong time management skills
- High level of proficiency in business and technical writing, editing, and proofreading
- Proficient in MS Office Suite
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- General office environment. Work is generally sedentary in nature but may require movement about the office for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
- Contractor site with 0-10% travel possible
- Possible off-hours work to support releases and outages
- Occasional movement of small articles up to 10lbs
- Must be able to remain in a stationary position 50% of the time
- Continually operates a computer and other office productivity machinery
- Occasionally required to move self in different positions to accomplish tasks in various environments including tight and confined spaces
