Position Description
This position is ideally envisioned for a proven, experienced proposal professional with the willingness and ability to take on any element of the capture lifecycle (From bid strategy to proposal management) as part of a cohesive, talented capture and proposal team.
Roles/Responsibilities:
- Lead and manage the overall proposal development process for assigned opportunities.
- Ensure bid, teaming, pricing, and proposal strategies are developed, approved, and executed against.
- Interpret technical and management requirements of Federal Government procurements.
- Participate and drive Solution Development sessions.
- Develop proposal outlines and storyboards according to requirements. Facilitate and lead all relevant proposal sessions, especially prior to RFP release.
- Provide training as necessary to team members on the proposal process, review process, and/or writing process and best practices.
- Write and edit elements of white papers, RFI responses, internal artifacts, and proposals as needed to ensure consistent voice and inclusion of appropriate win themes, benefits, and discriminators.
- Manage team members to meet proposal milestones and deadlines with extremely mínimal slippage.
- Maintain a forwardleaning posture that is always willing to wear extra hats as needed to help the team submit wellconceived, wellarticulated, compelling, and winning bids.
Skills & Qualifications:
- Bachelor's Degree and 5+ years related work experience in the Federal Government contracting industry in a Proposal Management and/or senior coordination role
- 5+ years related work experience in the Federal Government contracting industry in a Proposal Management or Senior Coordinator role
- Understanding of and experience with Federal Government procurement practices including basic understanding of FAR requirements and standard Federal Government solicitation organization.
- Experience with multiple Department level agencies.
- Ability to support a broad range of captures, from quick turn task orders, to large scale and complex IDIQ or GWAC bids.
- Qualifying Experience must be serving as at least a Proposal Manager in both a Prime Contractor and a subcontractor role in a government environment.
- Strong writing skills, and proven experience reviewing, writing, and editing capture and proposal content.
- Experience with bid, pricing, teaming, and proposal strategy development and execution.
- Excellent time management skills with the ability to handle multiple tasks and meet all deadlines.
- Proven ability to win proposals in a competitive environment.
- Entire MS office, experience with Office 365 and SharePoint a bonus, but not required

- Ability to speak clearly and confidently, inperson and on conference calls, and give and receive candid feedback in an open, resultsoriented environment.
- Ability to develop and/or assist in developing compelling themes, discriminators, and messaging.
- Demonstrate composure under pressure ability to work well under pressure and make decisions quickly yet seek guidance when necessary.
- Demonstrate strong editing, proofing, grammar, and style skills.
- Ability to maintain courteous and professional working relationships with employees at all levels.
- Demonstrate strong knowledge of the federal government contracting industry and ability to spot market changes in advance.
- Location: Rosslyn, VA; parttime telework available

- Citizenship/Security: Must be a US Citizen or have a Green Card. Must be able to hold a federal security clearance.
