Duties Summary
Plans, directs, and coordinates the design or engineering of new construction or repair and maintenance projects of County facilities, roads, bridges, and/or drainage structures, etc.; and performs other related duties as required.
One (1) permanent vacancy with the Department of Public Works - Building Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
- Directs and supervises the department's construction and repair and maintenance activities for County facilities, roads, bridges, and/or drainage structures, and new construction projects.
- Collaborates with requesting departments to plan projects; prepares preliminary sketches for study and approval; interprets drawings and specifications for clarifications; prepares cost estimates.
- Plans, coordinates, and reviews the preparation of plans and specifications, addenda, RFI (Requests for Information), PCD (Post Contract Documents), cost proposals, and field and change orders.
- Plans and coordinates the bidding process; monitors and coordinates consultants' and contractors' work performance from project implementation to completion to ensure compliance to specifications, applicable laws, funding requirements, and adherence to procedures and timetables.
- Solicits, reviews, and approves cost proposals from Design Consultants.
- Analyzes manpower requirements for work projects; plans and develops alternative methods for completion as required.
- Develops, recommends, reviews, and implements operational policies, procedures, and production standards.
- Assigns and reviews the work of subordinates; trains and orients new employees; evaluates employee's job performance and counsels employees as needed.
- Recommends personnel actions such as hiring, promotions, disciplinary actions, terminations, and transfers; approves leave requests; reviews timesheets for accuracy and conformance with contracts and regulations.
- Enforces and implements the division's safety programs.
- Prepares and supervises the preparation and maintenance of correspondence and operational files and reports.
- Assists in the preparation and justification of division's budget; participates in the development of long-range plans and programs.
- Provides input on setting priorities and scheduling of capital improvement and equipment replacement projects.
- Interacts with agencies providing loans and/or grant funding for projects; oversees and coordinates paperwork associated with loans and/or grant programs.
- Participates in public meetings conducted by the division or in other public forums.
- Performs other related duties as required.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with a baccalaureate degree in architecture or structural, civil, electrical, or mechanical engineering (attach a copy of your official college transcript to your application), and
- four (4) years of experience in any combination of the following:
- the preparation of building construction and/or repair and maintenance plans and specifications,
- the preparation of civil construction and/or repair and maintenance plans and specifications, or
- management of construction or repair and maintenance projects

Knowledge of: Legal requirements of civil and/or building, plumbing, electrical, fire, and health regulations as they pertain to civil and/or building construction, the fundamentals of civil and/or structural, electrical, and mechanical engineering as applied to architectural, roads, bridges, and/or drainage structures design, engineering mathematics sufficient to perform structural calculations, appropriate building materials and uses, techniques, and methods of applications, RFI (Requests for Information), PCD (Post Contract Documents), shop drawings, field and change orders, basic building and zoning code interpretation and application, including ADA requirements, the principles and practices of production control and improvement of operating procedures, office practices and procedures, and principles and practices of supervision.
Ability to: Prepare and review architectural plans, designs, and specifications, plan, organize, direct, and coordinate design projects, develop project's scope of work, collaborate with local utility companies, establish and maintain effective relationships with design consultants, expedite project completion, evaluate operations and recommend changes in policies and procedures, anticipate and recognize issues and have understanding of how to resolve them, estimate construction cost, interpret and comprehend geotechnical reports, inspect and check the construction or alteration of buildings, roads, bridges, and/or drainage structures, and installations as to architectural and/or structural requirements, and prepare clear and concise reports and correspondence.
