This position provides leadership in the organization or functional areas of Nuclear Industry Quality Assurance (QA) management (i.e., for work/ operations governed by NRC 10CFR50, App. B; NRC 10CFR21; 10 CFR 830; ASME NQA-1; DOE O414.1D requirements) and is primarily engaged in activities that support the establishment and execution of the approved Quality Program and provide direction to the site QA staff. This position performs work requiring advanced knowledge of Quality Assurance implementation responsibilities during field construction associated with Contractor and Supplier oversight controls and processes including audits and surveillance activities.
Advanced knowledge is required in Nuclear-Industry construction codes and standards, gained through training, experience, and expertise acquired thru the execution of Quality Assurance management activities. This position will make decisions in areas that will impact the site Quality organization and its employees, clients, budgets, policies, procedures, and work practices.
Scope
This position applies diversified knowledge of Quality Assurance management principles and practices to a broad range of construction assignments. This position will have responsibility for the planning and execution of a wide variety of construction Quality Assurance tasks performed in collaboration with other operating functions/ disciplines.
The Project Quality Assurance Manager will report to the Project Quality Director. The QA Manager will be responsible for the development and/or revision and application of Fluor Nuclear Power (FNP) Site Quality Assurance procedures and plans describing the methods of subcontractor and supplier oversight processes necessary to assure compliance with the applicable FNP Quality Assurance (QA) Program requirements and site-specific contract regulations.
Principal Job Duties & Responsibilities
Reports to the Project Quality Director and has the responsibility and authority for managing the QA functions of the project Quality Assurance Program, including assuring that those quality activities are performed in accordance with the Nuclear Quality Assurance Manual (NQAM), the Project specific Nuclear Project Quality Plan (NPQP) and any unique contract requirements. The Project QA Manager assists the Project Quality Director in providing adequate QA staff for nuclear projects, and is also responsible for the following functions and support:
• overseeing the performance of Project activities through QA audits and surveillances.
• ensuring the development and maintenance of the audit schedule when applicable.
• coordinating, interfacing with, and providing support to Project QA personnel.
• preparing and revising the NPQP.
• reviewing project specific implementing procedures and Practices.
• performing/supporting surveys, audits, and acceptance of suppliers' Quality Assurance programs.
• Review and become familiar with the project technical requirements such as the prime contract, applicable codes, standards, and specifications.
• maintaining the Project specific Nuclear Approved Suppliers List (NASL), ensuring that qualified suppliers are included on the NASL.
• performing triennial audits of approved suppliers, annual supplier evaluations, and supplier manual reviews.
• supporting review of procurement documents as needed to ensure that applicable QA requirements are included.
• reviewing the Project NPQP and project procedures for impact from FNP QA program changes.
• approving NDE Level III qualification and certification documentation and NDE practices and procedures; and
• issuing certification documents.
• Provide task assignments and supervision of contractors performing Project Quality management activities for Fluor (e.g., NDE, calibration, and/or testing services)
• Support review as needed of contractor quality programs and inspection and test plans submitted per contract requirements; identify appropriate hold or witness points on inspection and test plans.
• Assist Project/ Site Manager with resolution of client complaints that are quality-associated.
• Verify that project and construction execution is being monitored by regular surveillance, inspection and/or formal planned audits, and ensure that quality surveillance/audit reports are issued to appropriate parties and that follow up occurs until closure
• Ensure that site Quality Management personnel coordinate with construction engineering or other functions to initiate timely review and resolution of identified discrepancies
• Verify that nonconforming work activities or hardware are controlled through the project Corrective Action Program (CAP)
• Submit status information to site management as needed for reporting purposes
• Attend scheduled meetings with contractors to review any quality issues.
• Ensure (i.e., as part regular audits, surveillance, and other quality review activities) that site QA Records are being completed, signed off, and controlled, as the work progresses, so as to support turnover and record retention activities in accordance with applicable Document Control procedures
Basic Job Requirements
• US Citizenship is required
• Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience or a combination of education and directly related experience equal to twenty-two (22) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
• Act as a FNP Lead Auditor/ Audit Team Leader (when qualified) to plan, perform, report quality audits of a variety of project/ site activities
• Q clearance or ability to obtain one.
Preferred Qualifications
• Four (4) year degree from an accredited College or University in managerial or technical fields, such as construction/ project Management, applied sciences, or engineering
• Ten (10) years of work experience with at least six (6) of those years having supervision or management experience
