The Construction Management Department administers all Capital projects performed in existing public school buildings and the construction of new schools. Construction Management will do so in a safe and efficient manner, working with the school and community to work efficiently, minimize the impact on the educational process while maintaining the highest standards of quality.
Job Description Summary
The Scheduler will report to senior management and is responsible for reviewing administration and operational activities involved in all phases of assigned school construction projects, from their initial conception through completion and opening of the facility.

Duties and Responsibilities:
Provides the administration and coordination of activities for the design and construction of the more complex and/or high visibility construction and modernization projects under the guidance of a senior manager. Makes decisions and takes action in a timely manner to expedite the timely completion of the review of all construction schedules and time impact claims. Responsibilities are varied and include coordinative, problem solving, and managerial functions for these projects. Other responsibilities include:

• Makes decisions on phasing and scheduling of projects. Prepares and/or ensures preparation of schedules for planning, design and construction. Monitors schedules and takes appropriate actions. to ensure that project is completed on schedule and within approved cost limitations
• Review and validate the contractor's baseline schedule submittals to ensure complete and adequate scope coverage, conformance to project phasing as well as logical constructability.
• Performs detailed analysis and feedback of the Monthly Schedule Updates submittals.
• Review and verify any new actual dates reported in a schedule update; discuss any inconsistencies with the SCA Construction Management.
• Reports and discuss any potential or ongoing schedule impacts with SCA Construction Management.
• Work with the Project Team Members to review and validate Claimed Delays and Assess Ownership of Delays.
• Suggest Possible Work Around Approach to Mitigate Critical Delays.
• Provide Support to resolve and disposition all time extension requests to ensure that project is completed on schedule and within approved cost limitations.
• Monitor the submittal and record the disposition of all project schedule submittals. Alert SCA Construction Management when submittals are not provided in a timely manner.
• Provides ongoing interface with contractors, construction managers, local school personnel and Senior Project Officers on project issues; routinely interacts with Authority senior managers on such matters.
• Participates in the development and issuance of project procedures and policies; reviews and makes recommendations on Authority-wide procedures and policies.
• Works with architect/engineer of record regarding Change Orders, interpretation of contract documents, shop drawing submittals/approvals and other technical matters as required to ensure a structurally sound, code compliant and aesthetic facility
• Performs related duties, as assigned.

Weighted consideration may be given to candidates with:

• Very strong background in Primevera Systems P3 & P6 and Microsoft Office Suite specifically MS Project, MS Excel.
• Full-time experience in new building construction and renovations and construction scheduling.

Work Experience
Five years of full time, progressively responsible work as a technical specialist in one or more construction and design related fields; two years must involve managing all phases of construction work of a scale and scope similar to the Authority and a driver's license valid in New York State or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to New York State Professional Engineers and Registered Architects with knowledge or experience in: government safety or construction standards; management of complex personnel and technological issues; policy formulation, budgetary control, scheduling, and highly technical operations decision making; dispute resolution, management and communications skills.
