Project Manager - Instrument & Electrical Engineering

Responsibilities:

This roles primary technical lead for Celanese Bay City Instrument and Electrical Projects and Maintenance Activities. Develop all new Instrument Spec sheets, including control valve ad orifice plate sizing. This person is also responsible for all phases of managing projects, from FEED to Project Closure.

Manage budgeting, forecasting and re-forecasting for projects within area discipline, oversee assigned staff (on a direct and indirect basis) on multiple related projects in functional areas.

You will provides coaching and development and I&E related fields to site staff, the technical and engineering support on both Electrical and Instrument Reliability issues, including bad actor reviews, and subsequent upgrades to eliminate bad actors.

Stewardship – Engages team on the right way

• Provides project management of instrument and electrical focused capital and expense projects ($0M - $20MM) for Celanese Bay City Facility as outlined below:
• Provides project management, technical engineering design, costs, plans, and/or specifications for construction of new hardware installations and reconditioning or altering of existing systems and equipment.

Quality – Ensures work quality (right the first time)

• Defines final project scope, determines best engineering solution, estimates cost, develops funding requests and manages spending throughout life of project.

Engagement – Creates an environment for teaching, coaching and learning

• Leads decisions on contracting strategy and selection of contractor(s).
• Responsible for controlling costs, forecasting spending and reporting schedules to Site supervision.
• Provides detailed engineering design for plant additions and modifications via contract design group. Coordinates/manages contract in-house or off-site engineering and design efforts during engineering, design and drafting phases of project life.

Production/Reliability – Work Execution

• Drive environmental and stewardship compliance in accordance with the 4 core manufacturing principles
• Train members of manufacturing teams in safety and environmental programs, initiatives best practices and knowledge shares

Strategy – Implements maintenance plans

• Participates in project Safety Reviews (MSR’s), Management of Change (MOC) process, Pre-Startup Safety Reviews (PSSR) and other hand-over activities. Assists in start-up, SOP development and training as required.
• Responsible for ensuring all engineering, maintenance and operational documentation is filed and available at time of startup. Manages updates to site electronic file systems, spare parts selection and stocking efforts.

Communication – Effective communication to key stakeholders

• Writes specifications for new instruments and electrical equipment, evaluates vendor’s bids, and selects equipment. Manages these purchases to insure delivery, specification compliance and cost and forecast control.
• Provides engineering consulting services to Site.
• Reviews new project feasibility and provides innovative use of technology.
• Oversees and manages construction activities related to projects. Checks for compliance with approved specifications and designs. Performs appropriate construction checkout and readiness reviews before PSSR.

• 5+ years of experience in project management work experience that supports application of Instrument and Electrical engineering function at a manufacturing facility
• Able to plan and organize projects from inception to start up
• Knowledge of gated work process for project management
• Ability to work in and foster a strong team environment with minimal supervision
• Strong safety champion who will lead the project in achieving zero incidents and injuries
• Able to handle multiple activities simultaneously
• Autonomy on decisions. Simultaneously possess high reactive and proactive skills
• BS Engineering – Electrical Engineering preferred, Chemical or Mechanical acceptable with appropriate on the job experience in the I&E field.
