Purpose of Classification
The purpose of this classification is to provide professional project management services and to coordinate/monitor construction activities for all city departments and/or other capital improvement projects.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides professional and technical guidance to staff in all facets of construction and project management activities; provides oversight and serves as a resource to staff members; conducts or coordinates training; consults with staff to review work requirements, status of work, and problems; assists with complex/problem situations and provides technical expertise.
Coordinates construction activities involving city engineering projects, construction projects, capital improvement projects, and Vision 20/20 projects and initiatives. Coordinates future Capital Improvement Projects.
Interprets, explains, and ensures compliance of construction projects with applicable city, state, and local codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures, as well as approved construction plans; ensures adherence to established safety standards; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; researches codes, engineering standards, technical manuals, or other resources as needed; initiates any actions necessary to correct deviations or violations.
Coordinates work activities of assigned projects; organizes and prioritizes project strategies; monitors status of work in progress, inspects completed work, and troubleshoots problem situations; coordinates work activities with those of other departments, contractors, outside agencies, or others as needed.
Oversees preparation of project plans and specifications for city construction; provides technical guidance to staff in development of plans and specifications.
Reviews project and program designs and/or drawings prior to bidding to resolve issues concerning project designs, property and field conditions, and Capital Improvement Program initiatives.
Assists senior Project Manager in assessing most cost-effective and efficient methods for accomplishing maintenance and repair projects; assists with preparation of cost estimates for capital projects and project/program budgets; analyzes statistics and budgetary data; manages budget expenditures and encumbrances; assists contract administrator in preparing justifications for purchase order requisitions; reviews invoices and requests for payment as needed.
Reviews change orders for additional and/or unforeseen construction, maintenance, and repair needs.
Ensures compliance of assigned projects with applicable regulatory and engineering standards, such as Department of Transportation, excavation permitting, environmental impact/sensitivity, stormwater management, or other guidelines; ensures work is completed in accordance with prescribed methods/procedures and with established project schedules.
Coordinates or conducts special projects/assignments as needed.
Coordinates and participates on interdepartmental project teams to ensure successful project/program completion and consideration of cross-departmental project aspects, such as installation of irrigation lines/systems, modification of water and wastewater lines/systems, traffic diversion, or other activities.
Provides information, assistance and technical expertise concerning construction projects, requirements, and related issues to contractors, developers, and property owners; responds to questions, concerns, or complaints and initiates problem resolution; discusses problem areas with property owners, property managers, contractors, or other departments; provides technical assistance and consultation to other city departments.
Responds to and interacts with the public concerning ongoing construction/project activities to address concerns and to ensure minimal disruption in work site areas.
Meets with citizen groups, community organizations, and interested entities concerning city projects as needed; conducts periodic public meetings to facilitate exchange of information, to inform/advise, or to gather information concerning construction projects.
Performs research, compiles data, and makes applicable calculations; analyzes data and identifies trends; prepares or generates reports; maintains records.
Prepares or completes various forms, reports, correspondence, technical opinions, engineering plans, master plans, computations, budget documents, or other documents.
Receives various forms, reports, correspondence, architectural plans, master plans, engineering plans, computations, budget documents, invoices, requests for payment, technical codes, ordinances, regulations, specifications, standards, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, computer aided design (CAD), or other programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
Operates a variety of equipment and tools associated with inspection activities, which may include a motor vehicle, radio communications equipment, projector, blueprint copier, drafting instruments, or general office equipment.
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
Communicates with supervisor, city manager, commissioners, employees, other departments, government agencies, engineers, architects, developers, contractors, property owners, the public, outside agencies, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Attends meetings and serves on committees as needed.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, or filing documentation.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Minimum Qualifications
Bachelor's degree in Construction Management, Civil Engineering, Environmental Engineering, or a related field; supplemented by four (4) years previous experience and/or training that includes construction, engineering, estimating, and project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Florida driver's license.

Student Loan Forgiveness

Health Insurance
The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).
Dental Insurance
Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.
Vision Care Plan
Premiums for eligible employees are paid by the City. Premiums for any covered dependent(s) are paid by the employee.
Life Insurance / Accidental Death and Dismemberment Insurance
The City provides each eligible employee with term life and accidental death insurance.
Supplemental Life Insurance / Supplemental AD&D Insurance
Employees may purchase supplemental term life insurance on an individual-choice basis with premiums based on age. A matching amount of Accidental Death insurance may also be purchased.
Dependent Life Insurance
Employees who select supplemental coverage for themselves may also purchase coverage for their spouse and dependent children.
City Retirement / Pension Plans
The City has pension plans for general employees, police, and firefighters. Each plan is contributory with both the employee and the City contributing to the program.
Supplemental Plans
Supplemental plans provide direct cash payments regardless of any other coverage you may have, and are designed to help fill in any gaps in a medical plan. The employee pays the premiums for these supplemental plans.
Short and Long Term Disability
The City provides Short and Long Term Disability insurance to eligible employees. The plan is designed to cover a disability sustained on or off the job.
Employee Assistance Program (EAP)
The City contracts with an employee assistance program (EAP) to provide employees and their dependents with free, confidential and professional counseling to help resolve personal or family problems.
Deferred Compensation Plans (457 Plans)
The City makes available three deferred compensation plans that the employee may voluntarily contribute to on a tax-deferred basis.
Vacation
All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.
Holidays
The City observes 12 paid holidays throughout the year.
Sick Leave / Family Sick Leave
Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
Tuition Assistance *(Depending on available budget funding)
The Tuition Assistance Program reimburses eligible employees for successful completion of approved courses leading to Associate, Bachelor and Master degrees.
Wellness Program
The City offers many wellness activities and programs throughout the year.
Prepaid Legal Services and Identity Theft Protection Plan
Employees may choose to enroll in a prepaid legal service plan and an identity theft protection plan. The employee pays the premiums for these plans.
Credit Union
All City employees may join the Credit Union of Palm Beach County. In addition to savings and checking accounts, the Credit Union offers different types of loans, investment choices and recreational opportunities.
Section 125 Plan for Health and Dental Premium
Section 125 of the Internal Revenue code allows you to have your dependent coverage premiums deducted before payroll taxes are withheld resulting in tax savings to you.

Employees may participate in flexible spending accounts for reimbursement of medical and/or dependent care expenses
