- Responsible for soliciting and managing all aspects of the procurement for design, maintenance and construction of vendor and contractor work at all City facilities.
- Responsible for performing vendor and contractor administration which includes coordination and management of vendors for service contracts, quality assurance site inspections, budgetary oversight, and leadership of contracted services.
- Functions include specialized architectural, engineering, site, design, and construction services for all types of facility work including building code analysis; project scheduling, estimating, and management; and support of operations for maintenance and construction contracts and agreements.
- The position involves establishing and maintaining effective work relationships with user departments for the performance of contracted services.
- Coordinates process for bidding and contracting of services; prepares Requests for Proposal for services, design services, inspection services, maintenance services, and other services as determined; prepares bid packages; issues addendums to clarify questionable issues; participates in negotiations of scope of services and fees for professional service agreements and makes recommendations regarding selection of vendors and contractors for award.
- Attends pre-bid, pre-construction, and all meetings for service contracts.
- Evaluates bids, proposals, and vendor-supplied data by providing a detailed analysis to determine best value to City.
- Recommends award of bids and quotes.
- Oversees and provides analysis of requests for change orders.
- Provides development of proposed work for execution of projects.
- Provides direction, guidance and assistance to vendors and contractors; coordinates, organizes, prioritizes, monitors, and inspects work.
- Reviews plans, designs, reports, and specifications pertaining to projects and makes recommendations for modifications including processing of approved changes.
- Prepares schedules, monitors progress of projects.
- Coordinates required permitting of work.
- Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; administers maintenance contracts; monitors work to ensure compliance with terms of contract; reviews and approves invoices and payment request.

Education and/or Experience:
Associates degree from college or university in Public Business Administration, Procurement, Construction Management, Building Construction Technology, or a related field is required. A minimum of five (5) years of progressively responsible directly related work experience in the private or public sector is required.
Certificates, Licenses, Registrations:
Valid Florida driver's license and maintenance of clean driving record required.
Knowledge, Skill and/or Ability Required:
- Ability to act as a team player, efficient strong asset to the Department, and provide resources to all other City Departments.
- Thorough knowledge of federal, state and City laws pertaining to contracts and contract compliance.
- Thorough knowledge of governmental procurement policies, procedures, methods, and legal requirements.
- Thorough knowledge of public procurement and contract administration.
- Thorough knowledge of computer hardware and software, including finance applications and proficiency in Microsoft Office Suite, including but not limited to; Word, Excel, Power Point and Outlook.
- Strong skills in work development and assembling contracts and bids including negotiation.
- Ability to prepare records, reports, contract documents, and correspondence.
- Ability to read and interpret project or building plans, bid specifications, contracts, and related documents associated with the responsibilities of this job.
