Program Manager (Community Engagement / Disaster Recovery)-Maui, Hawaii (Remote)

About Your Position

CONSTANT is seeking a talented Project Manager to help us take our growth to the next level. We are a small, rapidly expanding company with a reputation for delivering high-quality services to our clients. This Is What You'll Do

In this position, you would lead CONSTANT's support of a multi-year Community Engagement and planning effort for Disaster Recovery. You may also lead or support other related projects over time. Ideal candidates bring experience in consulting or other project management, culturally competent Community Engagement, crisis communication, Disaster Recovery, and/or emergency planning. Excellent analysis and plan writing skills are critical. We pride ourselves on our ability to connect with the communities we support, so please highlight any prior familiarity with Hawaii's diverse culture or unique emergency management needs.

The position is remote-permanent location in Hawaii is preferred but not required. You must be available to collaborate with clients and community partners according to Hawaii time.

  • Lead a complex project supporting Community Engagement and planning for Disaster Recovery.
  • Lead facilitation for internal and external-facing project-related meetings or events, such as planning meetings, community town halls, workshops, and focus groups.
  • Lead analysis and writing for recovery planning, generating compelling, innovative, and actionable products.
  • Develop and sustain a deep understanding of Hawaii's diverse culture and specific emergency management needs.
  • Lead or support other related projects as needed.
  • Delegate project tasks, resources, and assignments effectively.
  • Achieve financial targets, including utilization, profitability margins, and project budgets.
  • Maintain fluency with each contract, scope, and related requirements.
  • Keep corporate budgetary reporting up to date and ensure timely submittal of invoices.
  • Create compelling and visually interesting products, ensuring all deliverables are completed to a high level of quality and accuracy.
  • Uphold CONSTANT Quality standards and practices in everything you do.
  • Identify and mitigate any risks in project execution.
  • Manage subcontractors and related agreements where applicable.
  • Communicate regular status updates to the client, internal project team, Project Sponsor, and company leadership.
  • Identify opportunities for repeat business or future Business Development (BD) work and communicate to the Portfolio Managers and/or BD team.
  • Mentor project team members and provide effective feedback.
  • Manage your personal schedule and timelines across projects, prioritizing project needs, teamwork, and a healthy work-life balance.
  • Foster a healthy, constructive, and inclusive work environment.

Qualifications

To be considered for the position, you must meet the following requirements:

  • 5+ years of experience in consulting / professional service delivery or the wider emergency management field
  • Demonstrated experience in Community Engagement with a Disaster Recovery or broader emergency management lens
  • Knowledge of disaster response frameworks, recovery strategies, and/or mitigation techniques
  • Demonstrated success as a Project Manager in a team setting
  • Experience as a manager with excellent leadership, coaching, and team building skills
  • The ability to drive projects and tasks to completion by exerting influence without authority
  • Demonstrated ability to adapt to changing needs, assess complex situations, identify challenges, and develop innovative solutions.
  • Excellent communication, business writing, formatting, interpersonal, and presentation skills
  • Detail and process-oriented
  • Team-oriented, collaborative
  • Proficiency in MS 365 suite, including familiarity working in templates
  • U.S. Citizen

Ideal candidates may also possess several of the following skills and qualifications:

  • Bachelor's or Master's degree in Emergency Management, Communications, Public Administration, or a related field
  • Prior emergency management industry experience
  • Experience providing consulting services to government agencies
  • Demonstrated success working with culturally diverse and historically marginalized communities
  • Familiarity with trauma-informed techniques for interaction with people impacted by disasters
  • Familiarity with Hawaii's culture and emergency management needs
  • Proficiency in Hawaiian, Spanish, Tagalog, and/or Ilocano
  • Basic graphic design
  • Data analysis and presentation, including qualitative analysis, statistics, visualization, and storytelling
  • Familiarity working within Unanet or a similar Enterprise Resource Management (ERM) tool

Location, Compensation & Benefits

Remote (preferably Located in Hawaii)-team members will need to be flexible working with clients and partners on Hawaii Time.

Travel will be required (typically 20% or less, with the potential for more depending on remote work location and project needs).
