Background: The Center for Puerto Rico is the operational arm of the Sila M. Calderón Foundation, a private, 501 c 3, non-profit organization established in 2004. It is dedicated to achieving a more productive and just society by alleviating poverty and promoting economic development, to advancing the role of women in society, fostering ethical behavior, and promoting urban revitalization. Over time, it has become a community hub and a partner with public and private entities during emergency situations.
Summary: The Center for Puerto Rico is seeking to engage a professional consultant to act as manager of a project intended to install a solar energy power system in its main office building in Río Piedras, P.R. The project is funded by the Federal Emergency Management Agency (FEMA) Hazard Mitigation Program and has to be carried out in accordance with local, federal, and agency regulations and guidelines.
Scope of services: The contracted consultant will offer support to the Center's Administration Office in managing the project according to FEMA's requirements and approved work schedule.
Requirements:
Experience managing federal funds and complying with its requirements.
Knowledge of Title 2 of the Code of Federal Regulations (2 CFR).
Project management expertise
Duties include, but may not be limited to:
General oversight to ensure compliance with grant administration
Assistance in preparing and submitting reports, funds requests and other documents
Ensuring timely execution of grant requirements
Planning and scheduling
Evaluating the development of design and construction activities to determine compliance with project's requirements.
Analyzing documents and presenting recommendations to the Center staff.
Assisting in matters related to permits, procurement, certifications, legal affairs, project closeout, and others.

Project performance period: November 27, 2023 to July 31, 2025.

Selection process:
An evaluation committee composed of members of the Center for Puerto Rico administration staff will evaluate each proposal received according to the criteria described below. The consultant will be selected based on responses to this RFP.
Evaluation Criteria:
The following criteria will be considered during the evaluation process:
Comprehensiveness, conciseness, clarity, thoroughness, and professional quality of presentation.
Added value brought by the consultant to the project.
Experience and history of performance on similar projects.
Qualifications of the consultant, as demonstrated by experience, education, and potential project role.
Other conditions:
The budget of this project and payments are subject to FEMA's rules and regulations as well as grant conditions.
Non-conforming proposals will not be considered. Non-conforming proposals are defined as those that do not meet the requirements of this RFP.
There shall be no disclosure of any vendor’s information to a competing vendor prior to award of the contract unless such disclosure is required by law or by order of a court of competent jurisdiction.
Documents received may be subject to retention periods established by FEMA's grant management requirements and could be subject to the agency's review.
