Project Manager
Salary Grade 23: $38,847.50 - $49,620
The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the part-time (50%) position of Project Manager in the Bureau of Capital Management within the Division of Fiscal Administration at the New York State Office of Addiction Services and Supports (OASAS) to oversee complex building construction and major renovation projects for grant funded voluntary-operated facilities and state-operated Addiction Treatment Centers (ATCs).
Responsibilities include but are not limited to:
- Advising and assisting providers at every step of project implementation.
- Developing project budgets and justifications.
- Facilitating project meetings with the Dormitory Authority of the State of New York (DASNY), the Office of General Services (OGS), consultants, agency staff and/or voluntary providers to implement project goals and deliverables.
- Providing direction to DASNY and OGS to ensure timely and successful completion of capital projects.
- Reviewing construction documents to ensure projects' budgets, physical space, programmatic goals and requirements are met.
- Monitoring minor maintenance contracts.
- Reviewing providers' capital contract expenditures and approving voucher payments.
- Assisting with Capital Management budget planning.
- Other relative duties as assigned.
- Travel is required.
Minimum Qualifications:
- Bachelor's degree in architecture, landscape architecture, planning, engineering technology, construction management, construction technology, architectural technology, building science, or engineering; AND three (3) years of qualifying experience*; OR
- Associate's degree in one of the disciplines listed above; AND five (5) years of qualifying experience*; OR
- Seven (7) years of qualifying experience* planning multi-trade building facility construction projects, or in policy development or planning of multi-trade municipal land use projects.
* Qualifying Experience: Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.
