The Opportunity:
THIS WORK MATTERS!
The Project Management Office Supervisor will be supporting primary care, dental, pharmacy, and quality projects, and this role will also oversee and lead the Project Management Office (PMO) and Project Management development. They have on-going supervisory responsibilities to coach, provide feedback, and ensure the quality of service provided by the PMO. As a Project Manager for ICS you will be responsible to research, develop and manage large scale development and complex technical projects to optimize service delivery and overall organizational effectiveness.
The Project Manager functions independently and effectively as a sole contributor and also as a part of a team , they use knowledge of the principles, methods, and techniques of Project Management to be effective at organization change management. They have effective oral and written communication and presentation skills, including the ability to articulate concepts to staff, partners, and stakeholders.

As a Project Manager and PMO Supervisor you will be responsible for:
Project Execution and Implementation
  • Organizes, facilitates and participates in meetings of stakeholder groups to identify needs and build consensus and collaboration.
  • Defines project scope, milestones, level of involvement, staffing, training and resources needed. Clarifies achievable deliverables, and identifies resources. Defines a clear and achievable timeline.
  • Prepares project budget and staffing plans and required staff resources. Develops robust sustainability plans in partnership with operations. Leads multi-stakeholder project teams.
  • Communicates progress to stakeholders. Identifies problems, barriers and possible mitigation, and develops mitigation strategies.
  • Documents processes, procedures and business requirements. Reports and / or records financial, budgetary, or operational progress in partnership with other ICS staff for federal and state reporting requirements.
  • May be asked to support highly technical projects, such as value based care operations, primary care financial reporting, and electronic health records workflow management.

Project Planning and Strategic Coordination
  • Organize and assign resources to support programmatic and project work with the help of Strategy and Operational Leadership teams.
  • Manages capacity planning for new projects, including alignment between the Project Management projects and the ICS strategic plan.
  • Facilitates reviews of key staffing and programmatic needs, contributing to budget development and future operational teams.
  • Helps define sustainability planning, milestones for projects, and transitions of projects when necessary. Presents to leadership teams and boards as requested.
  • Facilitates regular reviews of the portfolio of PMO team's work, including assessing barriers to project concepts and providing resource management support.

Staffing Support and Coaching
  • Directly supervises and coaches staff, including leading team development, assigning projects, and managing staff performance.
  • Acts as the technical expert in Project Management skills and responsibilities for the Project Management Office.
  • Conducts training and consultation to the PMO and other non-project manager staff throughout ICS and the Health Department.

Minimum Qualifications/Transferable Skills*:
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education, training and experience will be evaluated.
Education/Training: Equivalent to a bachelor's degree; AND
Experience: Three (3) to six (6) years of experiencethat demonstrates the ability to perform the duties of the position (Equivalency 7-10 years of qualifying training and/or experience).
Skills Needed:
  • Three (3) to five (5) years' work experience as a Project Manager, or in a similar role.
  • Ability to apply sound learning principles, agile methods and the learning systems.
  • Hands-on experience leading complex change in FQHC, healthcare, or similar clinical services setting.
  • Proficiency in Microsoft Office and Google.

Preferred Qualification:
  • Project Management professional certification (IHI, PMI, or from a similar organization)
