Job description

Position Purpose and Objectives

Under the supervision of the Senior Project Manager, the Project Coordinator performs all related activities for all member and customer projects. The Project Coordinator is a single class with two salary levels that expands in complexity and scale and includes projects of line extensions; upgrades on existing residences; relocation of current services; small commercial and small industrial projects; and (Project Coordinator II) small residential subdivision projects. The Project Coordinator will be responsible for work within a designated geographic area of United Power's service territory.

Essential Job Functions:

Project Coordinator I and II:

  • Serves as the first contact for all customers, individuals, or developers who require construction and/or new service to assist all customers with their electrical needs
  • Serves as a liaison between the customer and United Power to provide the customer with the desired finished product
  • Review member applications for service and contact member to discuss the members immediate and future service needs. Determine workflow appropriate for construction or connection to electric distribution system
  • Plans, implements, and maintains programs to ensure new members receive necessary orientation of services and benefits provided by United Power
  • Monitors the project from inception to completion as it passes through other departments of United Power to ensure customer satisfaction
  • Utilitize resources and software to review system capacity to accommodate a new service, service upgrade or addition for an existing location to help create a plan to best fit member needs
  • Analyzes staking sheets and cost estimate for accuracy to maintain the integrity of the agreement. Prepares and allocates customer portions of the invoices for backbone plant, system upgrades, feeder lines, and plant investment as needed to collect the appropriate funds from customers and/or determine which costs are United Power's. Allocates costs and refunds of subsequent line extensions when applicable to ensure equitable payment from all parties sharing a power line. Initiates the per lot deposit refunds to developers when appropriate
  • Coordinates customer agreements for line extensions to provide a legal, binding document outlining the work to be done and designating the responsible parties
  • Works with electricians, architects, customer representatives, engineers, planners, on-site supervisors, and design engineers to plan the project to meet the needs of the customer
  • Plans a work schedule that will utilize the employees, materials, equipment, transportation, and facilities as effectively as possible to handle the district work requirements
  • Works with the Right-of-Way Specialist and Right-of-Way Agent to prepare necessary right-of- way permits as required for approval by governmental agencies
  • Reviews invoices received against work order for accuracy and applies appropriate coding for approval of payment
  • Evaluates the actual material and labor expense against the cost estimate at the close of the project and provides recommendation for invoicing of over runs, refunds of under runs, or to close the project as-is
  • Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation in the workplace

  • Previews job sites of construction projects when work orders are issued to ensure site is ready for construction prior to sending contractors to job site.
  • Before work begins at the work site, meets with the contract construction crew for a pre-construction discussion on the work order.
  • Participates in team projects or assigned projects to improve and enhance workflow or to develop and implement new software.
  • Performs other duties as may be requested or assigned to meet the needs of United Power.

Project Coordinator II, all the above plus:

  • Reviews proposed subdivision plats for adequate utility easements prior to final approval of local authority daily to include easements in the platting process
  • Consistently reviews charges to the project in relation to the cost estimate and tracking for budget over/under runs throughout the life cycle of the work order
  • Acts as a resource for accurate review of Project Coordinator I designs, staking sheets and map prints for work orders.

Required Knowledge, Skills and Abilities:

Project Coordinator I:

  • Must possess or be able to obtain the Line Design and Staking certification within three (3) years of hire
  • Learn and develop knowledge of reading staking sheets, construction plans, acquiring permits, maps, and a thorough understanding of voltage, amps, transformers, NESC, NEC, and knowledge of utility electric distribution systems
  • Learn and develop knowledge of construction methods, material units, construction drawings (site plans, electric plans, drainage plans, landscape plans, grading plans, etc.), land use and permitting activities, electric utility operations, including pricing, rate structures, energy management, and construction, design and material standards
  • Learn and develop the ability to identify and recommend priority of projects without jeopardizing any project and absorb additional assignments without impacting schedules
  • Learn and develop general ROW and traffic control requirements associated with electric utility design
  • Learn and develop skills in coordinating cross-departmental systems and procedures

Project Coordinator II:

  • Must possess or be able to obtain the Line Design and Staking certification within eighteen (18) months of hire
  • Must be able to obtain the Project Management certification within five (5) years of hire
  • Must have an in-depth knowledge reading staking sheets, construction plans, acquiring permits, maps, and a thorough understanding of voltage, amps, transformers, NESC, NEC, and knowledge of utility electric distribution systems
  • Must have a comprehensive knowledge of construction methods, material units, construction drawings (site plans, electric plans, drainage plans, landscape plans, grading plans, etc.), land use and permitting activities, electric utility operations, including pricing, rate structures, energy management, and construction, design and material standards
  • Must be able to identify and change priority of projects without jeopardizing any project and absorb additional assignments without impacting schedules
  • Must understand general ROW and traffic control requirements associated with electric utility design
  • Must be skilled and innovative in coordinating cross-departmental systems and procedures

Project Coordinator I and II:

  • Must have significant computer knowledge and be comfortable working with Microsoft Office products Must have ability to learn new software applications
  • Must work cohesively with members, other employees, department managers, senior management, and public officials
  • Must have a friendly and pleasant demeanor and the ability to meet and communicate effectively with people of various backgrounds
  • Must have the ability to listen, comprehend, and develop creative solutions to complex internal and external issues
  • Must possess strong organizational skills and excellent oral and written communication skills
  • Must be able to react to change productively and to handle other tasks as assigned
  • Must have valid Colorado driver's license
  • Ability to collaborate in a team environment

Education, Training and Experience:

Project Coordinator I:

  • An associate's degree in business, engineering, or a related field, plus an additional two (2) years of experience directly involved with electric utility
  • Or four (4) years of experience directly involved with electric utility design and estimating, engineering, or construction, or an equivalent combination of education and experience.

Project Coordinator II:

  • A bachelor's degree in business, engineering, or a related field plus an additional four (4) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.

Supervision Received and Exercised:

  • No direct supervisory duties.

Project Coordinator I:

  • Receives general guidance and direction from Project Coordinator II, Project Manager I and II, and Senior Project Manager.

Project Coordinator II:

  • Receives general guidance and direction from Project Manager I and II, and Senior Project Manager.
  • May mentor Project Coordinator I.

Problem Solving:

  • Provides solutions to a variety of project related problems of minimal scope and complexity.

Discretion/Latitude:

  • The position has the ability to make decisions regarding how to manage time at work.

Project Coordinator I:

  • Works under direct supervision. Follows established procedures, seeking guidance when workflow requires modification for a specific project. Work is reviewed for soundness of project related judgment, overall adequacy and accuracy.
  • Decisions are made within the guidelines provided by management regarding purchases and prioritizing projects.
  • The position has the ability to make decisions regarding how to manage time at work.

Project Coordinator II:

  • Works under general supervision. Follows established procedures. Work is reviewed for soundness of project related judgment, overall adequacy and accuracy.
  • Decisions are made within the guidelines provided by management regarding modification to processes, workflows, purchases and prioritizing projects.

Impact:

  • Contributes to completion of milestones associated with specific projects. Failure to achieve results or erroneous decisions or recommendations may cause delays in project schedules and may results in allocation of additional resources.

Liaison:

  • Frequently interacts with members for in-person site visits, communication through email, phone calls and letters.
  • Frequently interacts with contractors at consruction meetings, in person or on the phone to discuss designs, and pre-construction meetings or site visits.
  • Frequently interacts with other employees, in person, over the phone or email to discuss projects, procedures and member needs.

Project Coordinator I:

  • Rarely interacts with government officials/inspectors by phone or by email.

Project Coordinator II:

  • Frequently interacts with government officials/inspectors by phone or by email.

Essential Physical & Mental Demands:

  • Forty percent (40%) of the time is spent sitting, thirty percent (30%) walking, and another thirty percent (30%) is spent standing. Must be able to lift and/or carry approximately 25 lbs. when taking required equipment to vehicle or job site. Must be able to push and pull up to 50 lbs. when opening and closing cabinets, doors, and file drawers.
  • Must be able to climb stairs or into a truck, or on occasion, make short climbs in mountain terrain at a job site.
  • Must have excellent balance when sitting, standing, or walking.
  • Must be able to stoop or kneel when getting into file drawers in the office or when on a job site with a customer.
  • Must be able to reach and use hands, arms, and fingers when driving a vehicle and working at a desk.
  • Must be able to talk clearly in an ordinary tone and hear ordinary conversation while working with customers and employees.
  • Must have adequate close-up vision for reading and writing. Must have distance vision accommodation, depth perception, color vision and field of vision when driving a vehicle.
  • Must be alert, precise, analytical, ingenuous and persuasive. The required tasks also demand initiative, problem solving ability, and good judgment; alertness, persuasiveness, patience, and excellent communication skills, both oral and written; a good memory, concentration, reasoning, imagination, visual discrimination, aesthetic sense, and spatial perception.
  • Must be able to operate controls while driving a vehicle.
