DEFINITION: The purpose of this job/class within Public Works is to review project activities and progress and to evaluate adherence to contract requirements, plans, and specifications for Capital Improvement Projects. Provides professional project management services in one or more functional areas of responsibility, such as construction-related projects and city facility repairs. Provides support to other planning and project-related functions within the department.
This job/class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONS (Not all-inclusive): Assists the Public Works Director, Assistant Director, and/or City Engineer in guiding contractors through the site engineering and ROW use permitting/inspection processes. Provides project management and tracking functions for all City Public Works and Deltona Water projects. Provides support to other engineering and project administration functions within the Department. Performs project management and coordination activities on specific projects as assigned. Review project activities and progress and evaluate adherence to contract requirements, plans, and specifications. Coordinates with engineers, contractors and City staff. Responsible for the administration of the roadway resurfacing program and coordination with the paving contractor(s). Prepares cost estimates, project schedules, assists in bidding processes and contract management. Reviews pay applications for accuracy and recommendation of payment for the projects. Participates in pre-bid and preconstruction meetings, schedules and attends progress meetings, and maintains project files.
MINIMUM QUALIFICATIONS: Requires a Bachelor's Degree in Civil Engineering, Environmental Science or closely related field preferred. Requires four (4) years of experience in residential or commercial development plan reviews, building inspection, code compliance, or closely related experience.

LICENSES/CERTIFICATIONS: Requires a Florida Driver's License, Florida Department of Transportation (FDOT) Intermediate Maintenance of Traffic (MOT) and Local Agency Program (LAP) certificates, NPDES Stormwater Inspector certification, and FEMA ICS and Professional Development certifications required upon appointment or ability to obtain licenses/certification within one year of appointment.
