Carnahan, Proctor & Cross, Inc. (CPC) is actively seeking a highly motivated and talented CEI Project Administrator for current and future projects located in the southern half of the State of Florida. The appropriately qualified applicant will be able to demonstrate significant experience in both Performing and supervising CEI staff’s performance of Construction Engineering and Inspection duties on previous FDOT Road and Bridge Construction Projects, County and/or Municipal Projects. The CPC Project Administrator (PA) is responsible for efficiently providing full-service project management of all contract administration and for directing field construction inspections in accordance with CPC Corporate Quality Standards while maintaining mutually beneficial and flourishing relationships with all stakeholders on assigned projects. The PA must be equally comfortable, productive, and adept at working in all field & office environments. This individual will often oversee multiple medium-sized projects, one single large-sized project, or an assigned scope on a single large, more complex project. The PA will be expected to rapidly adopt the CPC Corporate Culture and to demonstrate leadership by following CPC Corporate Standards and Policies, achieving shared goals, and building high morale and commitment within his or her work environment. The PA will also be expected to project these qualities and standards through his or her supervision of the CPC Staff of Construction Inspectors.

Responsibilities
· Full Service Contract Administration and Project Management
· Daily Management and Direction of CPC Staff Construction Inspectors
· Constructability Reviews of Plans, Specifications, and Field Conditions
· Review, Routing, Logging, and Processing Contractor Submittals, Materials Samples, and RFI’s
· Prepare Agendas, Invite Attendees, Chair, Take and distribute Minutes of Progress Meetings
· Log, Track, and Confirm that all Required Permits and Bonds are in Place Prior to Construction Commencement
· Contractor Pay Estimates Reviews, Analysis and Processing
· Provide all Client Required CEI Reporting on a Timely Basis
· Monitor and Report on Contractor’s OSHA & Public Safety Compliance
· Monthly Construction Schedules Reviews & Recommendations
· Managing Construction Claims & Change Order Requests
· Monitor Contractor’s Compliance with all AHJ Issued Permits
· Coordinating all Authorities Having Jurisdiction (AHJ) Inspections
· Reviewing and monitoring the Contractor’s Quality Control Plan
· Maintaining the Project Quality Assurance Program
· Perform Substantial Completion Inspection and Provide Final Punch List
· Review & Process Record Drawings (ASB’s)
· Perform Final Completion Inspection
· Provide Project Commissioning Oversight & Accumulate O&M Manuals for Client
· Monitor and ensure that Project Related Duties are Conducted in Accordance with CPAM & FDOT Department Procedures
· Accumulate & Submit All Project Closeout Documentation
Certifications, Qualifications & Experience
· CTQP QC Manager
· CTQP Earthwork Level II
· CTQP Asphalt Paving Level II
· CTQP Final Estimates Level II
· FDOT Advanced MOT
· OSHA 10 Construction Certification
· Minimum Five (5) Years of FDOT Road and Bridge Construction Engineering Inspections (CEI) Experience.
· Current Florida Driver’s License
· Florida Professional Engineer (P.E.) License (preferred)
Proficiencies & Skills
· Microsoft Office Products: MS Word, Excel, MS Project, SharePoint, Outlook, Teams, etc.
· Must be Fully Fluent in Speaking, Reading, Writing, and Comprehending the English Language
· Reading, Comprehension, Administration, and Interpretation of FDOT and AIA Contracts
· Reading, Comprehension, and Interpretation of FDOT Standard Plans for Road & Bridge Construction
· Knowledge of Construction, Engineering, and Architecture Plans and principles
· Strong and Decisive Leadership, Personnel, and Project Management Skills
· Ability to Budget, Schedule, Negotiate, and Control Costs and Project Deliverables
