Description
The City of Norfolk is comprised of more than thirty departments with varied and often specialized technology needs. Norfolk's Information Technology Public Safety Team is looking for a highly skilled and self-motivated Programmer/Analyst V to join our high-performing team of application specialists. This team supports application systems used by the City's Public Safety entities including Fire-Rescue, Police, Emergency Operations, and the 911 Dispatch Center. The applications are critical to Public Safety operation and thus are vital to the life and safety of Norfolk's citizens.
This position requires well-rounded technical, analytical, and troubleshooting skills due to the complex technical environment of Public Safety customers and the requirement to serve a 24x7 support shift where independent decision-making is required. The Programmer/Analyst V position is the highest technical/analyst level on the team. Responsibilities include managing large and small-scale projects, functioning as the technical lead with the team's daily workload, coordinating and monitoring the work of Programmer/Analyst IV and III team members, and performing supervisory duties in the supervisor's absence.

Essential Functions
Essential functions include but are not limited to:
GENERAL TECHNICAL SUPPORT AND PROBLEM SOLVING
  • Manages and monitors day-to-day operations for systems on either vendor hosted or on-premise environments.
  • Creates, monitors and updates service requests and problem tickets, oversees trouble calls resolution and/or system issues and requests.
  • Performs analytical and problem-solving activities, employe critical thinking skills, and arrives at sound solutions that consider customer environment and needs as well as technical issues.
  • Analyzes and resolves production problems by determining root cause and coordinating the implementation of corrective action.
  • Provides support for system enhancements, software upgrades, and annual processes.
  • Ensures system integrity by reviewing and deploying application patches and data fixes to physical and virtual application servers.
  • Plans, designs, develops, and implements system modifications based on analysis of user's needs from verbal and written requests.
  • Performs periodic security reviews of access to databases, servers, and production reports for Public Safety related suites of products.
  • Oversees Disaster Recovery testing. Works with vendor, other IT staff, and customers to schedule testing, secure hardware and desktop software, create and document comprehensive test plans, conduct and document tests.

PROJECT MANAGEMENT AND ASSISTANCE
  • Evaluates service requests to determine project scope.
  • Collaborates with manager, supervisor, and other technical staff to develop project plans as necessary that detail work breakdown structures, critical paths, milestones, and resource requirements.
  • Manages projects by coordinating with all involved parties, prioritizing and coordinating schedules & activities, identifying risks, resolving issues and implementing solutions.
  • Conducts regular meetings with stakeholders, customers, and consultants.
  • Prepares and distributes project status reports and plan updates.

COMMUNICATION AND CUSTOMER SERVICE
  • Identifies customer requirements and issues by attending meetings, learning the customer's current processes, documenting the requirements, writing system specifications, and obtaining approvals.
  • Schedules and attends meetings with customers and vendors as necessary to review system issues or team workload.
  • Serves as a technical liaison between assigned departments and the Department of Information Technology.
  • Reads and comprehends technical materials and documentation.
  • Uses effective written and oral communication skills for dissemination of information.

ADMINISTRATIVE DUTIES
  • Provides support to a team of Programmer/Analysts by assigning, scheduling and monitoring work. Assists supervisor with establishing employee performance goals and providing input for annual performance reviews.
  • Performs duties in supervisor's absence.
  • Performs other related duties as required.

Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent in Management Information Systems, Computer Science, or similar field of study.
Three years experience as a Programmer Analyst required.
The preferred candidate will possess the following knowledge, skills, abilities, and experience.
  • Experience in managing projects, including coordinating activities with multiple customers, vendors, and other IT staff, and managing tasks, resources, risks, and issues
  • Experience with Public Safety applications including Computer Aided Dispatch (CAD) systems, law enforcement Records Management Systems (RMS), and Public Safety resource allocation and assignment systems
  • Experience providing 24X7 on-call support for mission-critical applications
  • Ability to administer multi-user systems in a 24hr environment
  • Experience in working with a web-based enterprise class application
  • Knowledge of SQL Server database administration and query writing
  • Experience with custom reports development (Power BI, BIRT)
  • Knowledge of HTML/XTML languages
  • Solid knowledge in Microsoft Office applications (Word, Excel)
  • Excellent critical thinking and oral and written communication skills

Additional Information & Requirements
Work Location: 800 E. City Hall Ave, Norfolk, VA 23510
Work Hours: Monday-Friday 8:00 AM-5:00 PM
Signing Bonus:This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
  • Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
