Overall Position Summary and Objectives
The Office of Intramural Research Administration (OIRA) has responsibility for the following functions: and management operations of the Division of Intramural Research Programs, including contracts, budget, facility and space management, renovations, employee relations, and administrative services. (2) Provides advice and/or recommendations on administrative policies to the NIMH Scientific Director, Clinical Director, Deputy Scientific Director, and Executive Officer.
Deliverables:
- Work products related to planning, analyzing, coordinating, and evaluating the development of priorities, resource allocations, work force management, and/or performance for organizational objectives to support operational requirements. The incumbent initiates contacts with employees, supervisors, and managers to give technical advice and guidance on problems of a procedural nature, such as common administrative practices and procedures to organizations pertaining to areas of responsibility and delegation of authority and assists in the analysis of the impact of options and recommendations on organizational performance. - Daily
- Work products related to performing program evaluation in assigned areas, which may include grants review, program support management; financial management; procurement; quality assurance; management analysis; and/or administrative management. The incumbent participates with senior specialists in the coordination, preparation, and analysis of a wide variety of reports. Work Details:
- Gather and analyze information about processes and programs. 1
- Design and coordinate systems for communications among staff to facilitate the efficient flow of information relating to projects and program activities. 2
- Perform analyses by investigating policies and the effectiveness of programs; implement proposed changes by monitoring recommendations and identifying opportunities for improvement. 3
- Gather, compile, analyze and evaluate data for performance management goals; implement solutions to drive continuous improvement of business processes. 4
- Provides support for various procurement and administrative tasks.
- The incumbent is responsible for performing program evaluation in assigned areas, which may include grants review,
- program support management; financial management; procurement; quality assurance; management analysis; and/or administrative management.
- Acts as point of contact with management and administrative, budget and property management staff.
- Develop, maintain and utilize various administrative databases.
- Provides guidance to staff on Federal guidelines and procedures.
- The contractor must use judgment in researching regulations and in determining the relationship between guidelines and organizational efficiency, program effectiveness, or employee productivity.
- Develops, maintains and updates documentation, databases and spreadsheets for personnel, budget and travel actions.
- Work with staff to justify the annual administrative budget, which includes monies for equipment, supplies, services, publications, magazines, training costs, and any projected personnel.
- Prepares inventory and purchase requests and assists with property management.
- Prepare requisitions for purchase of office supplies and miscellaneous items; maintain office records including office procurements and reimbursement procedures.
- Coordinates with management on special projects.
- Prepare materials for incorporation into work flow and operational analyses, cost studies and/or equipment utilization.
- Researchers and proposes new administrative procedures.
