Duties and responsibilities:
The Outreach Coordinator communicates with the full range of external agency stakeholders. Stakeholders include individual members of the public, local community organizations, State and Congressional/legislative committees and staffs, and the news media. The coordinator works with various veteran service organizations (VSO's) to identify sites for Outreach Program events.
The incumbent develops and implements community relations plans for Outreach programs, including the review of State and local plans for impact and effectiveness. Responsible for implementing a variety of complex projects related and unrelated to Outreach as assigned by management.
The employee establishes and maintains relationships with the public, news media, key officials, agency stakeholders, and community groups, as well as veteran service organizations in order to communicate and disseminate Program information, which results in an understanding of the VA's mission and activities, particularly with respect to available health care and enrollment of veterans. Establishes, maintains, and fosters strong working relationships with key officials, including representatives of one or more of the following: Congress/legislators, community groups, VSO's, the news media, or members of the public. Develops and implements plans designed to enhance relationships with the VAMC's stakeholders and to increase effectiveness in communicating Outreach Program goals, priorities, and areas of concern.
The Outreach Coordinator will develop a baseline assessment of community needs that will be structured into a systematic approach on how to work with the various community organizations. At a minimum, the plan will include:
Measurement of the Outreach Program's performance is an important goal. The incumbent is responsible for the analysis of data and the use of quality improvement techniques that evaluate outcomes. Provides supervisor and management with information and reports necessary to effectively evaluate Program operations. Compiles recurring and non-recurring reports for the Medical Center, VISN, and VHA as required.
Performs other duties as assigned, normally of a related nature.
Work Schedule: 8:00am-4:30pm EST Monday-Friday.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
