Under general direction of Bureau Chief, this position is responsible for work of considerable difficulty in planning, coordinating and conducting management analysis of data and processes associated with licensing and regulation of LONG TERM CARE FACILITIES through Division and Agency information systems. This position will coordinate and support leadership to maintain quality metrics necessary to meet with State and Federal regulations of BLTC facilities by providing data, conducting analysis studies, collecting and analyzing data to inform continuous quality improvement, prepare statistical and technical reports; and document and update standard work processes.
This position will provide assistance, support and guidance in processing all applications to facilities licenses under the Bureau of Long Term Care. This position will coordinate quality assurance/process improvement activities with a focus on improving efficiency, customer service, and quality. This position will coordinate processing of applications, file and record management, corresponding with customers, issuing licenses to LONG TERM CARE FACILITIES providers licensed by the Bureau, as well as conducting administrative duties.
This position will provide assistance to leadership team in an effort to support training needs of the bureau and any other information necessary to ensure timeliness of BLTC activities. This position will respond to escalated inquiries and provide technical assistance regarding licensing requirements and the application process directly to prospective licensees, LONG TERM CARE facility licenses, other state/local government agencies, and members of the public. Will assist with support staff responsibilities as needed and conduct other duties and special projects as assigned.
In collaboration with data management personnel and Division data management analysts, will design data collection tools, collect and
analyze data, and prepare reports. Provides status briefings at the bureau level on state and CMS performance measures. Identifies, reviews and prepares recommendations for organizational and operational changes relative to data management outcomes, including time-frames. Coordinates development of procedures for training customer service representatives as it relates to the implementation of LONG TERM CARE information systems. Directs the gathering and organization of data and development of forms for the LONG TERM CARE information system.
This position will handle technical and programmatic issues/questions. This position tracks CMS and state licensing performance measures, sorting and presenting data, and updating huddle boards.
This position contributes to Information Technology (IT) systems development and making improvements to the IT platforms and systems, including quality assurance testing. This position also answers complex technical and programmatic questions regarding administrative processing of applications, complaints, enforcement and certifications.
This position is an integral part of the office and maintains a close, direct confidential working relationship with the Team Leads and Bureau Chief in matters of investigation, compliance and enforcement. In addition, other administrative duties and or special projects as assigned by the Bureau Chief. This position will also coordinate and organize CQI activities in conjunction with leadership within the bureau.
Responsible for developing education, compliance assistance, and enforcement coordination with BLTC licensed facilities. Provides technical expertise and support to Bureau Chief and BLTC leadership. Provide/coordinate training and technical assistance for internal and external stakeholders.
Coordinate quality/process improvement activities with a focus on improving efficiency, customer service, and quality in all Bureau operations. Collect and analyze data to inform continuous quality improvement; prepare complex statistical and technical reports; document standard work for the Bureau; identify, review, and prepare recommendations for organizational and operational changes relative to management processes.
Answer public inquiries, conduct public meetings or trainings as needed, develop educational materials. Will work with IT and web design to keep BLTC website up to date with resources and information. Disseminating relevant updates to all facilities.
Administratively manage CMP projects and public posting of projects on BLTC website. Including correspondence of communication with CMP applicants and CMP Review Panel.
Maintain internet website, maintain database, and maintain communication lines (email and toll-free hot line). Ensure AZ Care Checks is accurate and collaborate with IT when not up to date.

Bachelor's degree in a related field with 2 years of experience in Public Health, Environmental Health or closely related field OR 5 years experience with a general understanding of public health principles including licensing regulatory, compliance and inspection procedures may be considered in lieu of a degree.
- Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license checks, must maintain acceptable driving records, and must complete any driver training (See Arizona Administrative Code R2-10-207.11).
- (PLS Fingerprint cards) Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S.41-1758.07 or must apply for a level one fingerprint clearance card within seven working days after beginning employment. You will be required to pay an $8.25 fee for fingerprint screening. If hired, you will be able to request reimbursement of the $8.25.Must possess a valid level one fingerprint clearance card issues pursuant to A.R.S. 36-113.
