Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.
Functional Purpose
Manages the development, implementation, promotion, and communication of agency-wide retirement and benefits programs
(e.g., commuter benefits, thrift savings plan (TSP), retirement education) to generate employee awareness and increase
participation in programs and initiatives.
DUTIES AND RESPONSIBILITIES
1. Manages a team of professionals responsible for developing policies for retirement and other benefits programs, providing
technical advice, program guidance, and policy interpretation on retirement and benefits programs.; Identifies, develops, and
retains a diverse, high performing talent pool; provides timely guidance, feedback, and mentoring to team members.
Facilitates employee engagement and development, ensuring that necessary skills are developed to fulfill current or future
responsibilities.
2. Serves as the USPS Retirement Officer and primary contact for all retirement related employee inquiries. Evaluates the
most complex benefits issues and cases and responds with resolutions, guidelines and instructions.
3. Serves as a contracting officer representative (COR); manages the contracts and administration of benefit and retirement
programs to include Flexible Spending Account Program, Commuter Benefits Program, Executive Benefits, and Federal
Erroneous Retirement Coverage Correction Act (FERCCA) compliance. Leads projects, studies and initiatives to identify
opportunities for improvement and inform future planning for programs.
4. Leads the review and evaluation of federal laws, regulations, and orders regarding benefits to identify the impact on
existing programs and procedures; revises existing programs, policies, and procedures to ensure compliance.
5. Evaluates union proposals and labor contracts regarding retirement and other benefit programs; prepares
recommendations and revisions to proposals. Develops and implements retirement and benefits policies, programs, and
procedures to ensure compliance.
6. Manages the National Retirement Counseling System (NARECS) by developing, conducting, and coordinating retirement
activities (e.g., training programs). Monitors and evaluates counselor training programs to ensure compliance with
requirements and regulations; develops recommendations for improvements.
7. Conducts cost benefit analysis on benefit program offerings to identify the financial implications for the organization;
develops recommendations to mitigate risks and reduce cost implications.

1. Ability to perform program management activities such as work breakdown, resource estimating, project planning,
tracking/oversight, scheduling tasks, negotiating deliverables, project administration and status reporting.
2. Ability to communicate effectively orally and in writing to provide technical guidance, facilitate training, give presentations,
and maintain effective working relationships.
3. Ability to serve as a contracting officer representative (COR) on vendor contracts including administrative management of
contract modifications, funding, invoice payments, tracking, and reporting of vendor performance against contract guidelines.
4. Ability to supervise the work performance of staff, which includes scheduling and time and attendance functions,
evaluating performance against goals, providing technical guidance and feedback, building effective work relationships, and
establishing individual development plans.
5. 5 years of experience working within the federal sector administering employee benefit programs, which included a focus
on developing and implementing retirement programs.
6. Knowledge of federal, postal and private sector statutes, regulations, policies and best practices sufficient to administer
employee benefits programs.
7. Ability to conduct cost benefit analysis to identify and determine financial implications, summarize findings, and make
recommendations.
8. Ability to analyze legislation and regulations to identify organizational impacts on benefits programs and to recommend
compliance action.
