The Worker Education and Resource Center, Inc. (WERC) is a 501(c)3 non-profit organization originally founded in 2002 in partnership with the Service Employees International Union, Local 721 and the Los Angeles County Department of Health Services.
WERC is currently looking to fill the full-time position of Program Manager of Workforce Programs
Rate of Pay – $85,000
A Background Check is required in accordance with California Fair Chance Act
- The working hours are 8:30am to 5:00pm Monday to Friday.
- This is an optional hybrid position with at least three (3) required days working in-office and two (2) days working remote. The hybrid schedule is subject to change based on the needs of the business. We are in the Pico Union/Westlake area, adjacent to Downtown Los Angeles.
- Remote work must be done with a dedicated workspace that provides the same confidentiality as that offered within the office environment.
- Candidates offered employment that choose to work remotely on any days offered are required, while working remotely, to have the non-public access necessary offices tools at their remote location to perform the essential duties and responsibilities. Examples are high-speed internet connection, printer, scanner adding machine and telephone along with the necessary office supplies.
- Candidates offered employment will also have the option of working in the office with zero (0) remote days and all supplies being provided within the office.
- For candidates offered employment, remote work is not allowed to occur more than 50 miles away from the business address without prior written approval.
- Candidates must be able to travel to sites within Los Angeles County to support training programs and a valid current unexpired California driver’s license and proof of auto insurance is required for this position.

Job purpose
The Program Manager of Workforce Education & Training is responsible for overseeing the curriculum development team and the workforce education and training component. This position will oversee and participate in the development, implementation, and evaluation of WERC’s training programs in the areas of classroom management/experiences, delivery methodology, instructional design, and adult learning practices.
Essential Duties
- Supervises assigned staff and/or consultant(s), performs staff reviews; conducts supervision, assigns tasks and projects, and recruits, hires, trains and provide staff development support.
- Assists with developing and maintaining key stakeholder relationships, such as employer partners, funder, government officials, educational providers, community-based organizations, and participants.
- Seeks innovative and imaginative approaches to providing quality workforce development and educational experiences for adult learners.
- Collaborates with leadership team to ensure that curriculum and educational methodology for training programs meets the needs of participants and partnering employers, including specific skills and accredited industry standards.
- Oversees and leads the development and implementation of Workforce education and training programs, including:
- Facilitating or co-facilitating project team meetings, employer planning meetings, and team debriefs.
- Managing Project Teams’ recruitment, assessment, and selection of training program participants.
- Developing appropriate systems and staff direction for assigned workforce development and training programs.
- Support with developing curriculum and facilitate training as required.
- Collaborates with leadership on evaluation of Workforce education and training programs, including:
- Co-leading and facilitating training cohort evaluation process.
- Assisting with preparing for audits and continuous monitoring of programs.
- Assisting with updating training materials and developing new training curricula as needed, incorporating participant feedback.
- Assuring integrity, quality, and accuracy of program data collection and maintenance.
- Ensuring WERC’s compliance with applicable regulations, funder requirements, and contractual terms and conditions.
- Supports the growth, development, and operations of the organization by:
- Collaborating and serve as agency liaison with identified key stakeholders in labor, the public sector, and community-based organizations.
- Assisting with development activities, such as grant writing, fundraising, and identifying new program opportunities.
- Generating and providing written report to the Executive Director and funders.
- Assisting with the development and implementation of WERC marketing and branding efforts.
- Reviewing and approving monthly invoices as required.
- Participating in all required staff meetings; and
- Performing other related duties and/or assignments, as needed and requested by an immediate supervisor.
- Communicates effectively, in a culturally competent fashion, with diverse populations; promotes favorable interaction with managers, co-workers, program participants, community stakeholders, and others.
- Represents the philosophy and mission of WERC by participating in public testimony, coalitions, and related activities to advocate for quality, High Road workforce development programs, and other beneficial programs.
Essential Qualifications
Education and Experience
- Previous experience managing and supervising programs and working under grant requirements, preferably with a background in labor-management programs, behavioral health programs, workforce development programs, or educational organizations,
AND
- Graduation from a college or university with a Master’s degree in a related field of behavioral health, education, labor-management. Five (5) years of related managerial or supervisory experience may substitute for the educational requirement.

- Ability to understand and develop budgets.

- Persons performing service in this position will exert 10 to 20 pounds of force frequently to lift, carry, push, pull, or otherwise move objects.
- This type of work requires a combination of sitting, walking, and standing for periods of time.
- The noise level of the work environment is usually moderate to high. This is a fast-paced office and/or classroom environment that requires the ability to remain focused with a lot going on around you. The employee’s essential functions are conducted in a climate-controlled office.
