Housing Works fights for funding and legislation to ensure that all people living with HIV/AIDS have access to quality housing, healthcare, HIV prevention, and treatment, among other lifesaving services.
 
Benefits:

Compensation Range: $70,000 - $75,000 commensurate with experience
Overview: 

In collaboration between Housing Works Inc. and the Mayor's Office of Criminal Justice (MOCJ), the Emergency and Transitional Housing (ETH) Program provides individuals involved in the criminal legal system experiencing housing insecurity, or chronic homelessness, with transitional housing placement and reentry support services with the goal of providing assistance with more permanent housing solutions. The ETH Program operates utilizing three hotels in Queens, New York and offers the following services to participants enrolled: case management, reentry support, workforce development, medical, behavioral health and housing placement assistance. The goals of the program are to promote positive reintegration into the five borough communities, reduce recidivism and assist individuals with access to stabilization services to prepare, or to be placed, in more permanent housing. Reporting to the Assistant Director of ETH Support Services, the Program Manager of Housing Placement Assistance will be responsible for building a high performing model for delivery of housing placement services, develop non-traditional housing interventions, opportunities and goals and enhance the program's focus on advocating for expanded eligibility and access to city housing benefits and resources. The ideal candidate will be a subject matter expert with a record of successful experience in delivering housing services, client engagement, promoting cross-division team work and development of an inter-disciplinary approach to the housing assistance process, and strong organizational and administrative skills.
Responsibilities:

  • Supervise the Housing Specialists across all ETH program sites.
  • Implement and monitor standards for developing housing service plans and goals.
  • Deliver and/or coordinate access to staff training on housing interventions and resources.
  • Cross train all client service staff across the ETH program sites on housing related topics and interventions.
  • Develop and implement group level housing assistance interventions.
  • Develop non-traditional housing interventions, opportunities, and goals and work with staff to develop creative housing solutions to address various housing needs.
  • Lead the develop and maintenance of relationships with landlords, brokers and property management companies across NYC five boroughs.
  • Establish measurable quantitative and qualitative standards for ETH housing services and interventions.
  • Ensure sitewide understanding of and involvement in clients' housing goals and interventions.
  • Participate in housing goal review meetings with clients, housing specialists and case managers as needed.
  • Connect with community groups, funders and elected officials about housing needs and resources specific to the ETH client population.
  • Conduct quality assurance audits and utilize the results of the QA audits to develop and implement quality improvement projects.
  • Track and report on housing assistance interventions delivered to clients and the related housing outcomes.
  • Ensure team members document all client services activities accurately and thoroughly in the client charts.
  • Assist with talent acquisition activities to recruit, hire and train Housing Specialists.
  • Actively participate in supervision.
  • Promotes Housing Works' core values in day to day activities.
  • Performs other tasks as assigned by supervisor
  • Provide culturally competent services in accordance with Housing Works policies and practices.
  • Enhance focus on advocating for expanded eligibility and access to city housing benefits and resources.
  • Engage in the advocacy activities in accordance to the Justice Initiatives Department and agency requirements.
  • Ability to train and support teams to work with diverse clients with varying levels of service needs.
  • Works collaboratively with other team members within the Justice Initiatives Department and cross-agency.

Other functions that may be required with this position include:

  • Attend and participate staff meetings and trainings as scheduled.
  • Responsiveness to emails, texts and phone calls.
Minimum Requirements 
  • Bachelor's Degree required in social services, psychology, social work or other related field.

The following are qualifications and requirements of the position:

  • Minimum 5 years of experience providing housing placement assistance services.
  • Minimum 3 years of experience supervising or leading teams.
  • Experience working with justice-impacted individuals.
  • Experience providing housing placement assistance services in a congregate housing setting.
  • Strong written documentation and communication skills.
  • Good problem-solving skills and ability to work autonomously.
  • Microsoft Office Suite, particularly Excel, required.
  • Experience utilizing EMR systems.

The following additional competencies are viewed as important to success in this position:

  • Preferably bi-lingual in Spanish.
  • Excellent written and oral communication skills.
  • Excellent or proficient technical skills to perform tasks related to Microsoft Office, email and case management systems.
  • Ability to work independently and collaboratively with the team.
  • Dependability and reliability to arrive and depart timely for scheduled shift.
  • Ability to frequently travel within the boroughs via public transportation.
