GRADE 21 LOCATION OF POSITION MDH, Office of Health Care Quality, Long Term Care Unit 7120 Samuel Morse Dr, Second Floor Columbia, MD 21046 Main Purpose of Job The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that determines compliance with State licensure and federal certification requirements for 47 types of health care facilities and community-based programs in Maryland, including nursing homes. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS) and is the designated State survey agency in Maryland. The Program Manager provides technical supervision, training, and mentoring to coordinators; develops and manages all policies, procedures, and training materials for the unit; reviews certain statements of deficiency prior to issuance; and in complex situations, assists in determining if a provider's plan of correction is acceptable.

Additionally, the Program Manager develops and oversees all processes for the unit; provides technical assistance; proactively identifies opportunities for regulatory efficiency and effectiveness; monitors and manages the unit's budget; tracks and interprets data and identifies industry trends; and serves as the main liaison to stakeholder organizations and agencies. Regarding enforcement, the Program Manager recommends enforcement remedies to the Deputy Director of Long Term Care; ensures timely preparation for informal dispute resolution conferences; and provides testimony in administrative appeals, administrative hearings, and other court proceedings. The Program Manager also periodically participates as a surveyor to conduct licensure, certification, and survey activities in licensed and unlicensed health care facilities or programs on behalf of MDH and CMS.

The purpose of these activities is to determine if a facility or applicant is in compliance with State, federal, and local laws and regulations, standards of care, and standards of practice. The Program Manager must understand the complexities of the health care spectrum as it intersects with LONG TERM CARE facilities. These activities directly support OHCQ's mission to protect the health and safety of Marylanders in the health care continuum.

This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State work site or from a remote work site based on the agency's needs. MINIMUM QUALIFICATIONS Qualified candidates must possess a bachelor's degree from an accredited college or university and at least 5 years of experience in regulatory compliance, facility surveying, quality improvement or professional work in a health care setting or regulatory agency and three years at the supervisory or managerial level.

A Master's degree in a health field or management discipline will substitute for one year of general experience. A Doctorate degree in a health field of management discipline will substitute for two years of the general experience. Additional experience may be substituted year-for-year for the bachelor's degree.

Nurse graduates must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing. DESIRED OR PREFERRED QUALIFICATIONS The preferred candidate will have experience working in a State survey agency that licenses and certifies nursing homes. The preferred candidate will have experience reviewing written reports.
