Salary Range: In compliance with Colorado's Equal Pay for Equal Work Act, the salary range for this role is $85,000 - $100,000. Final compensation for this role will be determined by various factors such as a candidate's relevant work experience, skills, certifications, and geographic location.

Location: Colorado Springs, Colorado. This is not a remote position.

Additional Compensation: This position is eligible for an end-of-year bonus.

Position Description:

We are looking for a Program Manager, Jira Administrator, to join our rapidly growing team. You will work directly with a team of seasoned Program Managers to ensure we deliver secure data management software to our customers and stakeholders. You'll be responsible for various aspects of our programs, such as deliverables, resources, reporting, and Jira confluence administration. This position is essential to Bluestaq's success to ensure we execute and deliver across a variety of programs.

The Program Manager, Jira Administrator is responsible for:

• Proactively managing all aspects of a Jira project/program through the project life cycle of planning, monitoring, and controlling through execution and project closure.
• Providing leadership and jira coordination with cross functional teams to coordinate companywide resources and ensure that the scope of all projects support strategic business objectives.
• Facilitating the planning, estimating, scheduling, analysis, and maintenance of a baselined schedule through program execution.
• Providing structure and facilitating the Atlassian program planning process to ensure program activity is accurately captured and reported.
• Use technical judgment and operational experience to drive project outcomes, build consensus, remove roadblocks, and resolve conflicts.
• Develop dashboards, templates, and advanced filters in Confluence and Jira to provide end-users and business stakeholders with meaningful operational and performance metrics and status reports.

Basic Qualifications and Skills:

• 4+ years of Program Management and Jira administration experience with a bachelor's degree or associate degree with 4 additional years of experience beyond the minimum required may be substituted in lieu of a degree or a High School Diploma with 8 additional years of experience beyond the minimum required may be substituted in lieu of a degree.
• Basic knowledge of networks, network security, and Atlassian principles are highly desired
• Familiar with program management principles and agile software development methodologies.
• Ability to establish credibility and trust with key stakeholders and project teams to effectively lead through influence.
• Ability to maintain and mentor team members' performance through strong interpersonal, analytical, problem-solving, negotiation and conflict resolution skills.
• Ability to identify and assess factors that may jeopardize the success of the program. Implement procedures to avoid or minimize their impact.
• Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
• Capable of delivering on multiple competing priorities within a team-centric environment.
• Exceptional verbal and written communication skills, especially when tailoring information to non-technical audiences.
• Displays a strong sense of ownership.
• Possesses a high level of curiosity.

Required Education 4+ years of program management and Jira Administration with a Bachelor of Science degree OR associate degree with 4 additional years of military or civilian analysis or operations beyond the minimum required may be substituted in lieu of a degree OR a High School Diploma with 8 additional years of combined engineering and space operations experience beyond the minimum required may be substituted in lieu of a degree.

Clearance Requirement: This position requires the ability to obtain a TS/SCI Clearance. To be eligible for clearance, US Citizenship is required, and an employee must agree to participate in a background screen and credit check.

Relocation: This position does not offer relocation. Candidates must live in the immediate area or relocate at their own expense.
