Job Responsibilities
With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
This position is located at the Department of Mental Health - Division of Inpatient Services, 220 Faison Drive, Columbia, SC 29203.
As the Program Manager II, working under the Supervision of the SCDMH IT Director, in collaboration with the Division of Inpatient Services (DIS), you will support the South Carolina Department of Mental Health (SCDMH) administrators, physicians, clinicians, health care workers, affiliates and partners by managing clinical information software systems for the purpose of improving performance, quality assurance, regulatory compliance, treatment outcomes, health care delivery, and strategic planning. This position promotes future and present adoption of Electronic Health Record functionality, analytics, and functional reporting by designing building and testing clinical information systems.
Responsibilities for this Program Manager II include but are not limited to:
  • Improves the quality and effectiveness of the SCDMH ONIT and DIS by providing leadership, coordination, facilitation, evaluation, and optimization for the electronic health records, and other software utilized for operational purposes. Effectiveness is reflected in improved patient outcomes and organizational performance.
  • Assists with education, training,and research for clinical information systems. Forecasts knowledge needs for complex multi-system changes. Performs all duties in a manner that promotes a multidisciplinary team concept and reflects the organization's mission and philosophy.
  • Serves as an expert resource to other SCDMH leaders, clinicians, and other employees to identify data needs, information, and technology that will help evaluate clinical practice workflow, performance, quality, treatment outcomes, compliance, employee competence related to information and technology.
  • Assists in the development, implementation, and regular updating of DIS policies and procedures based upon the most current DMH and DIS directives, clinical care practice standards. and accrediting/licensing body regulations.
  • Recommends and utilizes software for data collection and management according to SCDMH needs and in compliance with corporate, HIPAA, Harassment-Free Workplace, EPMS, and Cultural Awareness policies. Participates in continuing education programs designed to keep abreast of current practice.
  • Establishes 24/7 coverage plans for SCDMH informatics needs.
  • Provides supervision for clinical informatics resource staff.

Minimum and Additional Requirements
State Minimum Requirements: A bachelor's degree and relevant program management experience.
Agency (Facility) Minimum Requirements: A master's degree in nursing and four (4) years' experience in a senior leadership role in a hospital or inpatient setting. Licensure by the SC Board of Nursing as a Registered Nurse.

Additional Comments
The selected candidate must possess an excellent understanding of utilizing an electronic health record (EHR) to positively transform clinical practice by improving the quality of documentation of patient care, reducing costs, and driving user satisfaction across the care continuum. Knowledge of the clinical information systems implementation process, integration of workflows, use and support methodologies, regulatory requirement, strategic and tactical planning, and group dynamics. Must be knowledgeable of healthcare trends (including healthcare reform), competitive intelligence, data analytics, big data, and emerging technologies. The selected candidate must be able to perform MAPS and emergency care to victims with cardiac and/or respiratory arrest and other emergencies. May be exposed to blood and other hazardous materials. Ability to lift up to fifty (50) pounds; may be required to lift more in times of emergencies. Must carry a SCDMH issued cell phone to respond to afterhours emergencies and assist with system downtime outside of normal business hours.
