Under limited supervision of the Bureau Director of Community Nutrition Services, responsible for planning, assessing, implementing, evaluating, and coordinating nutrition components of the Women, Infants, and Children clinical program.
  • Leadership/Management - Provide strategic leadership for the state WIC clinic operations. Provides direct oversight for regional WIC Program Managers II. Coordinates with WIC Program Managers to ensure sites meet regulatory and program standards and ensure the efficient and effective service delivery and operations of the WIC program throughout the state. Responsibilities include management of clinical services for the program, staff development, and leadership of indirectly supervised staff to include WIC Coordinators, Breastfeeding Coordinators, clinical managers, and Lead Registered Dietitian/Director/consultant. Responsible for ensuring an excellent patient experience and that patient complaints and grievances are addressed and resolved in a timely and responsive manner. Applies principles of ethics, diversity, equity, inclusion, and justice in evaluating and improving services.
  • Clinic Operations and Collaborations - Direct planning, administration, and evaluation of programs and services within the WIC Program. Interpret and ensure implementation of WIC policies and procedures for compliance with federal and state regulations. Coordinate with Regional Program Managers to optimize staffing, appointment schedules, and workflow as needed to meet established operational performance goals. Assures Program Managers review, provide guidance, and remain up to date on policies and procedures, process improvement efforts, and necessary training to support efficient clinic workflow, productivity, and customer service. Collaborates with appropriate discipline appointees as necessary. In collaboration with Public Health Nutrition Practice participates in recruitment, selection, retention, and training of staff. Develop strategies to retain a diverse, inclusive, and competent workforce. Communicate and coordinate common efforts with internal programs. Collaborate with internal and external stakeholders.
  • Performance improvement and Customer Service - Engages in performance management. Monitors regions WIC performance, and outcomes of service deliveries within the health department. Initiates/leads multidisciplinary conferences/committees to promote improvements in and coordination of services. Works with regional leadership and program management to develop and monitor program goals and objectives. Assesses and evaluates quality of care provided through clinical observations and process/outcome audits. Identifies, retrieves and synthesizes current relevant scientific evidence for use in decision making. Leads regional WIC Program Managers in developing process improvements of deficiencies identified during internal, State and Federal operations. Utilizes data management systems, as applicable. Directs, plans, and coordinates activities necessary for the provision of services. Promotes the implementation of the Agency/Bureau Strategic Plan. Contributes to the development, implementation, and monitoring of organizational performance standards. Evaluates population health for trends and risk factors; and recommends innovative strategies to improve care.

Minimum and Additional Requirements
State Minimum Requirements: A bachelor's degree and relevant program management experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: A bachelor's degree and seven (7) years of WIC experience with two (2) years' experience in a supervisory role or program management, or a master's degree and five (5) years of WIC experience with two (2) years of experience in a supervisory role or program management.

This position is part of the South Carolina Department of Health and Environmental Control's (WIC/Bureau of Community Nutrition Services). The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
